University Library website is the Customer service platform which is derived along with the network, digital development in the library, along with the library site becoming more and more important in library services system, so it is necessary to speed up the service quality of the site evaluation theory and practice forward pace. Along with library users and service-oriented theory matures, user-based evaluation method in library website service evaluation work attracts more attention. Students are the main user groups in University Library, so, on the basis of evaluation based on user perception theory, this study try to evaluate the University Library from the perspective of students in colleges and universities.on the basis of relevant studies, the study try to build a University Library evaluation system which contains 4 dimensions,15 secondary indicators, and on the theory of LibQUAL+the study designs a corresponding user service evaluation questionnaires, in order to verify its applicability conditions, the study makes a pre-evaluation.Then, select five universities as the research object in Fuzhou area, a total of 807 valid questionnaires were recovered, then the study conduct a in-depth data analysis from the basic situation of users, the expectation of users, the feeling of users and other aspects.combined the results of data analysis as well as domestic construction of University Library site, to enhance the quality service of the University Library website the study makes six recommendations:First, design home page from the perspective of the user; second, strengthen the construction of digital Characteristic Information Resources; Third, innovative web service approach; Fourth, focusing on promotion work of library website; Fifth, strengthen users' training and education services; sixth, to enhance the professionalism of the site service personnel.
