Some problems of human resource management system(HRMS) for the traditional Enterprises and Institutional organization can be resolved by a new HRMS based on workflows, for example inefficiency of the management, poor shared resources, long approval time and so on. A workflow based on roles will be used in the HRMS on the background of the design and implementation of HRMS for the state-owned institutional organization in this paper, the inosculation of HRM and flow platform can be realized, and then, a HRM platform which is scientific, efficiency and convenient will be built to ensure the high efficiency, flexibility, modernization and information of HRM within institutional organization.Firstly the project background and research status of domestic & foreign were be stated, the current situations, existing problems and related workflow technology of HRMS within institutional organization were be analyzed; Secondly workflow model Jiefo FlowMIS based on roles in the system development will be inset on the basis of sufficient investigation and customer needs analysis of HRM for the state-owned institutional organization. By analyzing the relationship between roles and processes, define and set the access rights for each role in the system. Lastly 10 functional modules and business procedures which have good stability, usability and security were developed according to the system analysis and design result, the expected object of system developmentwas be reached.
