With the city rail transit line increasing in Shanghai, the scope of its influence is also extending, and its importance in the city traffic is more obvious. Characteristics of rail transit equipments are variety and plentiful. In order to ensure the normal operation of rail transit, Shanghai Shentong Metro Inc has invested a lot of money in the construction and daily maintenance. How to reduce the enterprise's cost by choosing appropriate suppliers? How can the company effectively manage those suppliers? How can it select the qualified suppliers fairly? Shentong needs to pay attention to these problems.This thesis is based on the study of domestic and foreign supplier management decision. Through the analysis of basic situation of the current rail transit supplier management and decision making, the thesis clears about the significance to research and design the supplier management decision system. Scientific, reasonable management of suppliers can further reduce the cost of enterprise and improve the overall level of service, which will ensure the safety of subway operation. At the same time, it will also help to improve enterprise incorruptible management efforts, and avoid managers' autocratic manner.This article describes the whole process of the supplier from enter to execute the contract, determines the functions of the system, analyzes the main function of supplier management decision system, and provides guidance for the system design. Aiming at the characteristics of rail transit supplier business management and decision-making and practical management demands, the thesis designs a management system based on B/S structure and makes a detailed analysis of the architecture of the system. Based on a detailed analysis, the thesis clears that the system is consist of five business modules, supplier information management module, supplier audit module, the supplier selection management module, information release module and system management module. The thesis also describes the specific functions of each module. Supplier decision is the core of the system. The thesis uses analytic hierarchy process as the theoretical method of determining the supplier decision according to the practical study. AHP is a flexible, practical decision evaluation method. It will quantify calculate the decision makers' qualitative analyze, and offer the basis for decision makers. Combined with the characteristics of rail transit equipments, the thesis establishes an index system of supplier decision. This thesis expounds the steps and calculation method of the realization of the AHP. In view of the AHP limitation in the application, this thesis gives the corresponding improving method, put forwards using power calculation method, expert group decision-making and evaluation table modification. At the same time, according to the decision procedure, the thesis draws a flow chart of an algorithm and design the database table relates to system.This thesis shows each function interface in management system, and explains the realization of the specific mode of operation system and its function, and the codes to achieve. Because single expert calculation and decision is the system decision basis, the thesis uses cases to analyze the hierarchical decision of a single expert in detail, and carry on to the test, verify the reliability, flexibility and strong adaptability of AHP.If rail transit supplier management decision system puts into use, Shanghai Shentong Metro will implement supplier management and decision processes are standardized in the unified platform, the management process of approval, decision making in the system all records. It will be convenient for supervision department to track, which is beneficial to the better development of enterprises. The result of this thesis study and design has a practical value and guidance function for Shentong on supplier evaluation and management. It also has certain reference value for other enterprises.
