Our country is up againest serious soil and water loss. There are large areas of land face form such as soil erosion, desertification of destruction every year. Through the construction of soil and water conservation monitoring network and information system engineering, all got obvious improvement of soil and water conservation work. Soil and water loss situation also eased to some extent.With the rise of mobile Internet in recent years, through mobile phone, tablet and other portable devices on the Internet for information has become people's main online habits. Traditional monitoring information system with PC as the core gradually cannot meet the needs of users. This paper takes HuBei province soil and water conservation monitoring network and information system construction of phase ii project as the research background, design and development system in client applications for the Android platform, to perfect the system on the mobile end gap.Analysis of soil and water conservation information system of business process and user characteristics, combined with the features of the Android platform, determine the client's functional requirements, the application of the interface, data storage, the overall planning of network operation. The server port using Java EE platform to development. Using the Servlet capture the client's request, by querying the database will be the corresponding data back to the client.In application development phase, standing in the view of user, using the latest development environment and technology, combine the MVC pattern to develope each function module individually. Using various version of the virtual machine and the real machine for installation test, to guarantee the compatibility and stability of the application.Through the client application developed in this paper, the user can use a mobile phone to check the latest data of soil and water conservation collected by the monitoring station in anytime and anywhere.
