With the development of China’s economic construction, mining, energy, transportation and other industries entered a period of rapid construction, but because of disturbance and damage of the original ecological environment, soil erosion in some regions on China is getting serious, some project areas even occurred a serious deterioration of the ecological environment. In order to solve the current problem, our country increased water and soil conservation efforts, required the construction process must be synchronized with soil and water conservation supervision. Soil and water management department in the Xinjiang Autonomous Region found that if they want achieve developing soil and water conservation supervision work smoothly, and implementing the soil and water conservation program, one important method was to proceed with management mechanism and information technology, and to raise environmental awareness of participant units, promoting soil and water conservation work in management way.The management system of soil and water conservation supervision of Xinjiang Autonomous Region was developed in above context. This system mainly used B/S design pattern and J2EE architecture, and used advanced Spring+Struts+Hibernate framework, the requirements analysis and coding respectively used UML and JAVA design language for object-oriented system design, the background used SQL SERVER 2014 relational database for the overall design of the system, greatly ensuring the reliability and safety of the system.The core business of the system was to manage soil and water conservation supervision in production and construction projects, including six core businesses, program management, supervision and inspection, monitoring and supervision, facilities inspection, law enforcement and integrated affairs management. Each business contained a number of sub-functions, enabling CRUD of information of MWR and valley development enterprises, managing technical assessment, comments, assessment report and administrative acceptance of production and construction projects, as well as browsing and modifying technical standard system and annual work summary, report, and statistic. Functions of this system could cover most businesses of the soil and water conservation supervision network in Xinjiang Autonomous Region, providing supports for the daily management work of soil and water conservation supervision.Research and development and investment of this system was a technological innovation of Xinjiang soil and water management sections, is a beginning of management of soil and water conservation supervision being informatization and scientization. The system was able to effectively regulate work behavior of staff in administration departments of soil and water conservation supervision in all levels, improve administrative and enforcement capacity, and provide convenient conditions about information for administration departments of soil and water conservation supervision in all levels to use data resource, carry out comprehensive analysis and decide scientifically. This system will be able to greatly improve the management work of soil and water conservation supervision in Xinjiang Autonomous Region.
