In recent years, as China’s economic growth has slowed down Striving, began to gradually accelerate the pace of financial reform, competition among domestic banks become increasingly heated up. Domestic banks face a number of challenges, and improve core competitiveness is the focus. First, banks began to pay more attention to serving the real economy; secondly, companies are no longer the best choice as a bank loan financing, lower lending profit is inevitable; then, the development of information science for the bank to bring unprecedented opportunities and challenges,use of the Internet to provide a better user experience is the consensus of the entire industry; and finally, China’s banking industry is steadily toward internationalization.These reasons have led banks to step up to improve their core competitiveness,accelerating the pace of development and reform, the new personnel attendance and performance assessment methods and system are its core.Although China’s major banks have gradually established their own performance appraisal systems that combine information technology, in the competition they have played a positive role, but there are also a lot of their own shortcomings. Such as performance appraisal focus of attention of the vast majority of banks are concentrated in the financial indicators, or even just concerned about financial indicators, but in today’s diversified development banks, these systems obviously a bit short-sighted. In this paper, a comprehensive analysis of recent studies on attendance and performance assessment of personnel at home and abroad, in order to integrate theory with practical experience in my work, the characteristics of banking, especially in recent years working characteristics of flexible scheduling and performance evaluation, combined with information technology, design a scientific and efficient performance appraisal system personnel attendance and a Web-based. Each bank for the current issue of performance appraisal and appraisal systems exist, the use of the balanced scorecard approach to the design. This article is designed system used on ASP.Net platform C # programming language to develop, adopt B / S network architecture model, MYSQL as the database management system. I have long been engaged in banking-related work, personnel attendance and performance evaluation ofthe current situation and problems related to work more in-depth research, and through multiple communication links with various jobs, class bank staff, bank personnel attendance as a basis for the design and performance appraisal management system is mainly based on the actual work of the unit, designed to improve staff motivation, rational optimization of staff, has important practical significance. Strictly follow the system design process systems engineering design, through testing, the system is capable of stable operation and significantly improve the efficiency of the bank staff.
