In recent years, the concept of "Smart City" has been proposed and spreaded. "Intelligent Security", "Medical Wisdom", "Intelligent Transportation" and a large number of new engineering fields have gradually become the focus of the government and enterprises'attention. Among them, as relating to people's life and property security, the field of "Intelligent Security" causes particular attention. And according to different application background, "Intelligent Security" also shows different characteristics. In this paper, "Intelligent Community"'is used as the application background --which is the microcosm of "Smart City", and video surveillance as the research object. The video surveillance system is researched and designed of, combined with the characteristics of intelligent community security surveillance system.The paper first analyzes the current situation of the development and the characteristics of video surveillance, especially analyzes the characteristics of video surveillance under the background of intelligent community. According to these characteristics, the functional requirements of video surveillance system in the intelligent community have been put forward. Then according to these functional requirements, this paper designs and implements each modules of the system. Finally, a set of intelligent video surveillance system for intelligence community is designed.Traditional community surveillance system mostly adopts simple design mode, not only can only provide limited work service function, and has problems like high bandwidth pressure, low transmission efficiency, resource scheduling unreasonable, the need for full artificial monitoring and other shortcomings. As one of the important part of intelligent community, the new generation of video surveillance system is moving towards a more integrated, networked, high-definition and intelligent direction. The paper combines modern technologies like video codec technology, embedded technology, streaming media technology, web technology, computer vision technology, image processing technology, redesigns and improvements all aspects of traditional video surveillance system, in order to achieve the goal of meet the functional requirements of intelligent community.Considering the demand characteristics of system deployment flexibility and extensibility, the system uses the embedded chip as the front-end acquisition processor; in order to ensure the video quality and for the system resource considerations, the encoding mode of MFC hardware is used for encoding the video data into H.264 standard format; The system designs a video processing module based on the improvement of the pedestrian detection algorithm, realizes the function of real-time detection and alarm of the preset area for pedestrian illegal invasion:The server provides streaming media service and web service, streaming media service can avoid resources congestion when multi-user visit at the same time, which is a common phenomenon in traditional video surveillance systems, it ables to make a reasonable schedule of video resources according the user's request, the web service provides web client access on the basis of C/S architecture, it can adapts to network surveillance requirements; the part of video decoding uses software decoding based on ffmpeg, ensuring the real-time decoding of video stream.At the end of the paper, each main function of the system is tested separately, the test results can achieve the desired effect, and the system has a certain practical application value.
