Along with the development of these technologies related to video surveillance, there are growing requestes not only in controlling and management of these signels of videos, images, sounds from different clients, but also in integration and networking, which makes these video thanfer to the security centre. Today it can be logged on through the broadband network to the security centre like the Police-office Integrated Monitoring Center Service Platform to enjoy the convenient, economical and effective remote monitoring services, without the restrictions of time and place.Now that this powerful technology called "Video Intelligent Surveillance System (VISS)" is within the reach of the Police-office of Shunde District. It makes users to unify carrier-class video surveillance platform provides key accounts with integrated video monitoring services. For the convenient of the user's key accounts, all cross-region video surveillance services can support one-point handling, one-point settlement and one-point complaint. Through open the interface control protocol, the system has more and more compatibility and scalability.Base on recent research related to VISS, this dissertation describes the modules of Monitoring, Network Maintenance and Storage being designed and modified, started from the specific needs of the project. Also it states that how to complete the project of implementation and testing finally. In summary, the dissertation focuses on a serial of implementation including as below:1) Via developing and enhancing some functional modules, this project has completed not only interactive use between VISS and GIS at first time, but also the modification of rules of coding, which has achieved the system requirements completely.2) It has solved the problem of NAS+IPSAN dual storage and developed DRFC module via JAVA and VC++while the IP link between PU to network storage disk array is smoothly, DRFC can make the video data intactness, even if the platform is down unexpected.3) Effective project management improves the process of implementation, which will be the reference of the farther VISS projects.4) Organizing and passing the simulation test and the real test through the surveillance platform.Successfully it is delivery to customer on time at last,, which becomes the model project of Guangdong Public Security Bureau.
