Research On The Process Management Of The Informationization Of Cadres' Personnel Archives Project Of Nanning City

The construction of the project of informationization of Nanning cadres' personnel archives is a comprehensive systematic project, which mainly consists of three components:firstly, the day-to-day management of personnel files, such as the inquiry, utilization, statistics, registration of entrance and exit and compilation; Secondly, the data acquisition, digital scanning, digital image HD conversion and digital archives image processing of archives information; thirdly, the planning, configuration, maintenance and operational management of the hardware and software of the information system. Along with the deepening of the internal reform of the cadre's personnel system, the safe and efficient utilization of personnel archives becomes an inevitable trend, its utilizing frequency and requirements being constantly increasing as well. However, the current level of information-based construction of cadres' personnel archives management does not go well with the work requirements for cadres'personnel archives management as being safe, reliable, efficient, convenient, economical and practical. Therefore, it will be a subject worthy of research that how Cadres'personnel archives work adapts to the new requirements under new situation by means of new technologies, how it can achieve a new breakthrough, and how it can maximize its functions as basic services and safeguard, With the guidance of project management theory, this article is mainly to point out and analyze the existing problems and status of the Nanning City's cadres personnel archives management, and provide rational thinking on causes of the problems.Under this situation, to promote the information construction of CPA, the Organization Department of the CPC Central Committee proposed "digitalization of CPA" in 2010, and started the information construction of CPA in the whole country on the principle of strict management, absolute secrecy and convenient availableness. In 2013, the Organization Department of Nanning CPC Central Committee started the project and cooperated with construction unit that offered technology support and was appointed by the Organization Department of the CPC Central Committee.According to the methods and principles of progress and quality management in project management, the paper mainly probes on how to control the progress and quality during the implementation of Nanning CPA information project. The whole paper includes seven chapters. The first chapter states the research background and significance. The second chapter analyzes the present situation of the management of CPA of Nanning. The third chapter introduces the thinking, target and technology route of the project of Nanning. The fourth chapter introduces the total frame, design of every sub-system and platform construction frame of the project. The fifth chapter analyzes and probes on process and quality factors which put impacts on the project by using process management and quality management. The sixth chapter analyzes and probes the organization, process and quality guarantee of the project. The seven chapter focuses on the conclusion and prospect.
