Research On The Construction Of The Management Information System Of Land Transaction In Nanning City

In recent year, with the rapid development of social economy in Nanning, city construction has entered into the speedway of development, therefore, the demand for land in urbanization is constantly increasing. With the increasing land transactions, the management of land transaction is becoming more and more difficult. Under the background of an overall accelerative informatization in China, Nanning municipal land department developed the 1st stage MIS of land transaction in 2010. The system has realized the informationinzation and the standardization for the transaction process by the mean of modular design. The completion of 1st stage marks the informationization of land and resource management in Nannning has covered the land transaction, but it is just a beginning and remains to be further improved in the consequent stage. This paper is studied the construction of MIS of land transaction based on the need of land market development in Nanning.By analyzing the achievements and the implementation of 1st stage of MIS, this paper summaries two inadequacies which there are the imperfection of function and the irregularities of management, and finally, it also provides some corresponding countermeasures and suggestions for the consequent construction:Firstly, based on the comparative analysis of the other similar systems among the other cities in China, the consequent construction of MIS of land transaction in Nanning will add additional three functionalities---- online trading, online supervision and comprehensive analysis, which make the system more improved. Secondly, using the project management theory and the methods, the optimized measures are given form organization structure, project management, risk management, acceptance testing and operation management, and other aspects to guarantee the implementation of the consequent stage more normative and effective.This paper studies and explores the development prospect of MIS of land transaction in Nanning, and provides new thoughts and suggestions for the direction and goal of the consequent construction and the design of the function structure. In addition, this paper argues the regularity-oriented project management system, and it has practical significance, which will give the guidances for the smooth implementation of the consequent construction, and it is useful to improve the project management level for land department in Nanning.
