21 century, the Internet has become a distribution center for information a nd also provide a common platform for equality of speech. The network has b ecome an important platform for people to express their interests demands. Co ntradictions and conflicts are more convenient performance on the network. Th e frequent occurrence of network group events has propose a new challenge to government. Describing formation mechanism of network group events and ex plore the coping strategies are the original intentions of the study.In this paper, literature research is used to analysis the current research st atus; Case analysis is used to analysis the collected cases to explore the forma tion mechanism and the type of network group events; Model approach is used to simulate the model of formation mechanism to discuss the coping strategies of network group events.The research shows that the network means that a large number of net cit izen participate in the fierce discussion for a focus of events / topics in the ne twork field. Network group events include both the event bring negative effects,but also the event bring positive effects. The research also shows that the for mation mechanism of network group events can be described as quadruple mec hanisms: filtering mechanism, combustion mechanism, outbreak mechanism and continuation mechanism. The nature of the start event is the determining factor to filtering mechanism. The intensity of spread is a major factor in the comb ustion mechanism. The psychological motivation of net citizen is a direct facto r to the outbreak of the network group events. Government action is an import ant factor to the duration of the network group events. The coping strategies o f network group events include the four measures: monitoring sensitive events i n the filtering mechanism, controlling the spread of strength in the combustion mechanism, meeting psychological demands in the outbreak mechanism, taking action positively in the continuation mechanisms.
