The development of Baoli company's project expense management system is oriented towards the company's new management pattern and long-term business objectives. With respect to business functions, this information system is developed with the requirements based on the company's project-centric management pattern and new demands from business flow re-procedure in the enterprise. With respects to business ranges, this software system is built with the integration of complete project expense management transaction flows and data processing functions within an uniform framework.This software's implemented functions include the engineering projects' daily expense transaction processing, general ledger accounts setup management, account balance management, capital-flow information management, business account consistency verification management and reimbursement management. On the software technology layer, the system is constructed with the current mainstream distributed application development methods and tools to implement a software system with reusable components. The system's development is based on the enterprise's business demands with reasonable balance between technical advantages and practicability to build the stable and reliable software platform with reusable components. In accordance with the above guidance, the thesis systematically discusses the main aspects in this software design and implementation.This software is under the Web-centric distributed architecture with its front ends as universal browsers and its back end as database platform on which to implement the project expense transaction processing and data management mechanisms. The software runs in Windows/.NET environment and is programmed with C# and SQL Server database routines. It already passed the test-operation with positive feedback from the users and reaches its development objectives in a good degree.
