Design And Implementation Of Shanghai Power Cable Engineering Company's Project Cost Management System

Based on advanced cost management theory and technical method, and combined with the company's business running characters, Shanghai Power Cable Engineering Company is working on establishing an efficient, accurate and practical cost management system. This paper gives detailed discussion to the system's software design and implementation.The system focuses on realizing the following types of functions:The first type is basic information management function. It uses cost management basic method and control target to manage the cost driven variables and cost criterion data during project running procedure. The second type is cost data analysis function which mainly uses diversity cost analysis method. Through distinguishing and computing each transaction's real cost and standard cost, it calculates their differences and each important transaction's cost efficiency, and provide clear quantitative index to conduct operation level cost control. The third type is cost flexible budget function. It makes real cost data to be more reasonable comparative with plan data, so that can ensure cost control and analysis to be established on more accurate foundation. The fourth type is cost performance management function. It finishes corresponding criteria computing and assessment function based on the above functions, and support cost control operability.This system uses multiple layer modules to set up software structure design. It uses C# to programming, chooses SQL Server 2012 as database platform, and runs in Windows/.NET environment. The system development emphasises on practicability and reliability, using mature and stable software technology and developing scenarios as much as possible. After thorough testing, it has been put into online running.
