With the continuous development of market economy and science technology, the media industry will face new challenges. Over the years, the development of the broadcasting industry has been in a weak state. Development strategy of the broadcast industry such as overall size, branding and business ideas, is still lagging behind. How to promote the development of local broadcasting industry has become more relevant government departments and academia topic. This paper study the current situation of Dalian car radio and review some relevant theory, sort out a detailed analysis of Dalian broadcasters'external and internal environment. Ultimately, it is important practical significance and practical value for this paper to develop a suitable Dalian city radio development strategy.This paper consists of six parts, the specific contents are as follows:The first part is Introduction. This section introduces the research background and significance of this paper.It describes the main contents of the article and detail research methods and technical route of this article. The second part is theoretical review and literature review. This part describes the related concepts of strategy and development strategy. This paper define from traditional strategic theory and competitive strategy theory and conduct a literature review and abroad lastly. The third part is the analysis of Dalian city car radio external environment. This part use PEST method to analyze the macro-environment such as political and legal environment, economic environment, social cultural environment and technological environment, and analyzes the industry environment from potential competitors, industry competition and alternatives. The fourth part is the analysis of Dalian city car radio internal environmental. This section briefly describes the development process and existing columns of Dalian city car radio, and describes the internal environment from the resource analysis and the ability analysis. The fifth part is the analysis and formulation of Dalian city car radio development strategy. This section analyzes the development strategy of Dalian car radio with SWOT method. Then it plans the development of strategic objectives on the basic, and develop a strategic program development finally. The sixth part is the implementation measures and results forecast of Dalian city car radio development strategy. This section presents the operational measures of the development strategy and proposes safeguard implementation from professionals, rules and regulations, broadcasting technology and internal cultural aspects. Finally it predicts the results Dalian city car radio strategic reforms from year 2015 to 2019.
