As China made great efforts in reducing poverty in recent years,how to improve the quality of education in poor counties becomes the most significant issue.It is no doubt that improving the quality of rural teachers in poverty counties is the key to achieve the aim.The central government has issued a series of policies to balance the allocation of teachers."The Specially Contracted Teachers Plan" is one of the most important policies to strengthen the construction of rural teachers.Since the plan promulgation of the central government,it has been 10 years.How to implement and assess effects of the plan has attracted the attention of the academic community.The existing research almost focus on non-specific areas.However,how poverty counties which is faced with a complex and diversified educational reform environment can effectively implement "The Specially Contracted Teachers Plan" and generate the expected results is a main problem.Therefore,this study takes headmasters and the specially contracted teachers in poverty counties as the research objects,interview local education departments relevant administrative personnel,combine quantitative with qualitative to introduces the current situation of “The Specially Contracted Teachers Plan”in poverty counties and analyze influencing factors and recommendsthe optimized approaches for the plan implementation.The research mainly solves the following problems:(1)What had happened in the course of the implementation of "The Specially Contracted Teachers Plan" in the poor county ?(2)Reasons are that why happened some problems about implement the "The Specially Contracted Teachers Plan" in the poor county ?(3)How to better implementation of "The Specially Contracted Teachers Plan" in the poor county? This research is mainly based on the American scholar R.F.Elmore proposed "policyimplementation organization model" in 1978 as the theoretical basis.Because in his opinion,policy implementation is a complex process,a single model is difficult to cover all policy implementation aspects.so methods should be differentiated according to the specific circumstances and problems.The "The Specially Contracted Teachers Plan" in the implementation of poverty county is not a simple linear process.On the basis of R.F.ELmore's policy implementation theory,to understand the teachers and principals viewsabout "The Specially Contracted Teachers Plan",At the same time,combined with existing research division of the "special post plan",design suitable for poor counties of "The Specially Contracted Teachers Plan" implementation issues the questionnaire and interview outline.In the selection of samples,the study was conducted in three counties in H province to conduct questionnaires and interviews.According to the hypothesis and the regression equation,the study found that poor counties in the implementation of "The Specially Contracted Teachers Plan" organization,management norms,the executive power of the government,coordination of different stakeholders and supervision can predict the effect of policy implementation capacity of up to 82.4%.According to the results of data analysis and interview,the research found that poverty counties implement "The Specially Contracted Teachers Plan" have some problems,the problems mainly in the following aspects: the process of policy implementation resources can not be effectively integrated;the "The Specially Contracted Teachers Plan" implementation mode is single;the interests of specially contracted teachers are not satisfied;the "The Specially Contracted Teachers Plan" the implementation of supervision not enough.Therefore to analyze some reasons of problems the problems : the policy implementation of the organization management is not standardized;policy execution of local government professional degree is not enough;the interests between special post stakeholder not coordination,supervision is not perfect.Generally,in order to realize “The Specially Contracted Teachers Plan” to the maximum extent,this study gives approaches to optimize the policy implementation which consists of four aspects :the management,the policy executive power,the different stakeholder and the supervision.Based on R.F.Elmore's theory of policy implementation model,this study enriches the connotation of the implementation of the "special post plan" in the central part ofpoor county,and widens the scope of research to some extent.At the same time,this study deeply discusses how to keep the special teachers in poverty-stricken counties,so as to promote the overall quality of education in rural areas.Therefore,this study has some practical significance.
