The Specially Contracted Teacher's Plan is a special policy implemented by the government for rural compulsory education in the central and western regions.Since its implementation in2006,it has played a positive role in promoting the balanced development of rural basic education in China for 12 years.The teachers in special posts are a new group of teachers.The implementation of the “Special Program” will not only affect the professional development of individual teachers,but also affect the development of rural compulsory education in the areas where the employees are located.Taking Pingjiang County in Hunan Province,which has been included in the scope of the“Special Project” since 2009 as an example,the author found through investigation that the implementation of the “Special Project” has played an active role in optimizing teachers in rural primary and secondary schools.To a large extent,it has met the requirements of the construction of rural teachers in the county area,and has contributed to the improvement of the state of basic education in rural areas.However,there are also some outstanding problems in the construction of special teachers,such as the low arrival rate and consolidation rate,high turnover rate,gender imbalance and so on.In order to solve these problems,we must take effective measures to improve the post-entry rate and consolidation rate,reduce the gender ratio for special post teachers,further optimize the construction of special post teachers,and make the implementation of the “Special Post Program” play a greater role in the development of rural compulsory education.This article takes the problems and countermeasures of the implementation of the “Special Post Project” as the research object,and analyzes the documents related to the “ Problems and Countermeasures of the Special Post Project Implementation” in databases such as “China Knowledge Network”.Taking Pingjiang County in Hunan Province as an example.For the individual cases,the implementation of the “Special Post Project” was investigated through questionnaires,interviews and so on,combined with the statistical results of interviews and surveys,as well as the author's personal experience as a special post teacher for three years.The impact of the implementation of the Post Program on the development of basic education in rural areas,exploring the influencing factors of the implementation of the "Special Post-Plan" plan,and proposing suggestions and countermeasures for improving the implementation of the "Special Post-Plan".At the same time,it expresses a kind of humanistic concern and deepexpectation of a special post teacher for the development of rural education,especially the construction of rural teachers.
