For society, education is the most important; and for education, teacher is the most important.The teacher is the key to promote the sound and rapid development of education, and teachers also the key to train high-quality talents. The quantity and the quality of teachers are the bottlenecks restricting education development of the rural impoverished area. We need to solve the teachers’problem first in order to coordinate urban and rural education, to promote the balanced development of compulsory education. Therefore the specially contracted Teachers’plan is born in time. The plan has been carried out since 2006 in our country in order to openly recruit college graduates to the "two basics", i.e. county poverty or below poverty in rural county schools in the western region, working as teachers, and to guide and encourage college graduates to engage in the work of the rural compulsory education, to innovate supplementary mechanism of school teachers in the rural, and to gradually resolve the lack problem of total rural school teachers and the irrational structure problems, so as to improve the overall quality of the rural teachers and promote the balanced development of compulsory education. In 2009, the plan expanded to the central region.Henan Province carried out the plan from 2009.Till the end of 2011, the plan had recruited teachers about 30000 for 3 years. This research takes the L County for example by field survey, and reflects that the specially contracted Teachers’plan has made great achievements, but there are also some problems. By deep analysis of the causes of the problems, the paper puts forward advices to improve the Ad Hoc Post Teachers’living state, to improve their life quality, to improve the specially contracted Teachers’plan.The paper is divided into five parts:The Part of Introduction. This part defines some basic concepts, introduces the origin of this research, and overviews the literature, and introduces the aims of the research, the research methods and the key, the difficult point, the innovation of the research.Part One:demonstrates the design of the questionnaire and the preparation of the investigation.Part Two:The investigation on the living state of the Ad Hoc Post Teachers in L County of Henan Province. This part presents the living state of the Ad Hoc Post Teachers in L County of Henan Province from working state, material life state and mental emotions state three aspects.Part Three:The main problems of specially contracted Teachers’plan in Henan Province. There are some problems in working state, material life state and mental emotions state three aspects of specially contracted Teachers’plan.Part Four:analysis the causes of the problems of specially contracted Teachers’ plan mainly from the country, government, society, school, the Ad Hoc Post Teachers five dimensions.Part Five:Advices on specially contracted Teachers’plan from the country, government, society, school, the Ad Hoc Post Teachers five dimensions.The Part of Conclusion. This part lists the sentiments of the research, shortages of this research and the follow-up research thinking.
