Education fair is an important part of social equity, education equity requiresrelatively fair allocation of education resources within the region, the balancedallocation of teacher resources has become one of the main contents of the balancedallocation of educational resources. But because of historical and realistic reasons,between East and West China, between urban and rural teachers in the allocation ofresources are not balanced, especially in the vast rural areas, teachers lack ofresources, which undoubtedly enlarges the unfair education development. Thereforethe specially contracted Teachers’ plan is born in time. The plan has been carried outsince2006in our country in order to openly recruit college graduates to the "twobasics", i.e. county poverty or below poverty in rural county schools in the westernregion, working as teachers, and to guide and encourage college graduates to engagein the work of the rural compulsory education, to innovate supplementary mechanismof school teachers in the rural, and to gradually resolve the lack problem of totalrural school teachers and the irrational structure problems, so as to improve theoverall quality of the rural teachers and promote the balanced development ofcompulsory education.Gansu Province carried out the plan from2006.Till the end of2011, the plan hadrecruited teachers about14000for6years. This research takes the G County forexample, and reflects that the specially contracted Teachers’ plan has made greatachievements, but there are also some problems. By deep analysis of the causes of theproblems, the paper puts forward advices to improve the specially contractedTeachers’ plan.The paper is divided into five parts:The Part of Introduction. This part defines some basic concepts, introduces theorigin of this research, and overviews the literature, and introduces the aims of theresearch, the research methods and the key, the difficult point, the innovation of theresearch.Part Two: The main problems of specially contracted Teachers’ plan in GansuProvince. The investigation from living state, working state, the professional development of Teachers, occupation identity and occupation expectation of the AdHoc Post Teachers.Part Three: analysis the causes of the problems of specially contracted Teachers’plan mainly from the country, government, school, the Ad Hoc Post Teachers and theimplementation mechanism of the specially contracted Teachers’ plan.Part Four: Advices on specially contracted Teachers’ plan from the country,government, school, the Ad Hoc Post Teachers and the implementation mechanism ofthe specially contracted Teachers’ plan.The Part of Conclusion. This part lists the sentiments of the research, shortagesof this research and the follow-up research thinking.
