Education is the foundation. In the current international context, the focus of China’s comprehensive national strength competition with other countries is still science and technology, and in recent years, "strong human resources," the voice heard. Countries are increasingly promoting fair education, rural education has been widespread concern. To improve the quality of rural education, China has successively promulgated a series of policies to support, to rural education and urban education gap narrowing in May 2006, "on the implementation of rural compulsory education school teachers plan special status notice" the promulgation and implementation, aroused strong repercussions, scholars have on the policy for academic discussion and research.The ultimate goal of the implementation of teachers in special post policy is to support rural education and contribute to educational equity. In the study, will assess the dimensions of the policy is divided into three levels:First, teachers in special post itself, the second is school teachers in special post, the third is special post teachers to teach students. By special post teacher questionnaires on A County Board of Education and school related staff, students and parents were interviewed, trying to objectively visualize the status of teachers in special post policy implementation, and discover potential problems, put forward to solve Program.Through research, the policy has really solved the difficult problem of employment of college graduates, significantly expanding the size of the team of teachers in rural areas, greatly enhance the quality level of teachers, so that the purpose of this policy is basically reached enacted. But in the survey interviews, we also found a lot of problems. These problems including recruitment system set unreasonable, subsequent financial policies are inadequate at county level distribution, random is stronger, in the process of teachers, teachers of the salary is not high, in view of the training of teachers, workloads, the imperfection of the performance appraisal system and so on. To solve these problems, we think that the government at the provincial level around should be combined with practice, we will appropriately adjust recruitment system, the government at the county level to make scientific evaluation on their financial ability, relevant departments to deal with allocation balanced and governments at all levels need to increase fiscal input, improve the salaries of teachers, strengthen the training of teachers, establish a scientific, complete and practical evaluation system, in order to make teachers policy to be more perfect.
