Rural education, which is an important component of the building of new socialist countryside, has a strong relation with the country's overall development. The process of social development in rural areas of western China is slow with a poor economic base, and the educational institutions are made relatively backward due to their geographical location, history, etc. reasons. And, above all, the overall lack of high-quality teachers is the most important reason. The gap between eastern and western education and the imbalance between the development of education in urban and rural areas have already affected the fairness of our social development. It is difficult to attract college graduates to engage in rural schools in the western region because of its limited finance. To improve rural education development status of universal compulsory education,and to resolve the problems arising in the course of teaching. Ministry of Education, Ministry of Finance, Ministry of Personnel and the Office jointly issued a"school teachers in rural compulsory education program plans to implement the ad hoc job"implementing"the ad hoc posts Plan" (hereinafter referred to as " specially contracted teachers Scheme") on May 15, 2006. "Specially contracted teachers Scheme" encourages college graduates to go to the west "two basics" and engage in rural education through an open recruitment of them. So, improving the irrational structure and the overall quality of teachers in rural areas step by step will come true in five years in compliance with the scheme." Specially contracted teachers Scheme", an innovative mechanism of the farther education, is significant to the rational allocation of teacher resources.This article presents a study on"specially contracted teachers"(SCT)– a special employment form in Chinese rural education in Western China. The study has found that SCT have injected a new vitality to rural education, but they are facing difficulties in both life and work, such as low benefits, lack of academic acknowledgement, weak sense of achievement, insecure re-employment, less professional opportunities and so on. The article also suggests various countermeasures and suggestions for the improvement of SCT policies.
