The Evaluation Of Implementation Effect And The Countermeasure Study Of "Rural Compulsory Education Specially Contracted Teacher Plan" Of Henan Province

With the deepening of the reform, the advancement of urbanization, China’s basiceducation gap between cities and countryside in the new era of intensified, theeducation fair for people has become a problem restricting the development of basiceducation in our country, influencing the implementation of the strategy of developingthe country seriously. At the same time, the increased enrollment of higher education,making college graduates employment situation more serious. In order to improve theteaching quality of rural basic education, improve the long-term backwardness ofeducation in rural weak areas, innovate the new supplement mechanism,of ruralteachers, promote the university students’ employment, narrow the gap between urbanand rural education, promote the compulsory education balanced development,guarantee fair education.In2006,the nation began to implement the "rural compulsoryeducation phase of the AD hoc post teachers school plan"(hereinafter referred to as the"specially contracted plan") public recruiting college graduates to rural schools. In2009," specially contracted plan "expanded to "two basics" crucial area, central Henanprovince was included in the scope of implementation, and from2009to2012, it hashired teachers40800people in total. The fifth part is aiming at problems in the policy implementationin the" specially contracted plan " in Henan province,Y city,we put forward modifiedcountermeasures and SuggestionsEpilogue part for reflection and summary of this study, points out the shortage ofthis research and further thinking.
