On the reform of postgraduate education charge system as the important content ofgraduate training mechanism reform, is now in full swing. Comprehensive charge systemimplementation has optimization and revitalize the graduate education resources, willfurther play its regulatory and incentive function, can reduce the pressure of nationaleducation funds and guarantee the quality of graduate education to a certain extent. But forany system is not always conducive to people in the direction of the development,postgraduate education charge system reform is all about. This paper attempts to introducethe theory of institutional change, from the perspective of institutional change tosystematically card the development process of graduate education charge system of ourcountry, the deep-seated causes of the change and get the answer, the system defects, at thesame time, the analysis of the current practical problems of graduate educationcomprehensive charge system of the theory of stakeholders, and then puts forward somesuggestions.This paper is based on the graduate cultivation mechanism reform of postgraduateeducation and the comprehensive charge system policy as the background, by charging forgraduate education as the research object, institutional change theory, the stakeholdertheory as the theoretical basis, summed up the charging for graduate education of ourcountry has gone through the monorail system, double track system, the integration systemof three stages, the change of the main reason for the graduate education of "Quasi-publicgoods" attribute of nature, China’s education cost sharing theory is becoming increasinglypopular, the expansion of China’s graduate education resources, promote the connotativedevelopment of Graduate Education, it is because of the many reasons why thepostgraduate education charge system in our country continue to evolve. Based on theperspective of institutional change, change way of the reform of postgraduate educationcharge system of our country with the gradual reform, mandatory and inductive coexist,mainly existed in the reform of the subject in a single, lack of grass-roots initiative, contentof the reform is not complete, lack of strong universality, reform path dependence, withthree delays etc. the obvious defects. At the same time, based on the inherent defect modereform of charging system of graduate education and grasp of the current charging systemreform, from the reality of the graduate education problem of comprehensive chargesystem, the introduction of stakeholder theory, from the perspective of students,respectively from the tutor, universities, government and other specific issues were discussed, finally on how to improve the student fee system reform education thinking anddeepen the research, and put forward the optimization strategy and correspondingcountermeasures, effectively guarantee for the graduate education of comprehensive chargesystem is stable, smooth and effective implementation.
