Based on theperspective of institutional change, change way of the reform of postgraduate educationcharge system of our country with the gradual reform, mandatory and inductive coexist,mainly existed in the reform of the subject in a single, lack of grass-roots initiative, contentof the reform is not complete, lack of strong universality, reform path dependence, withthree delays etc. the obvious defects. At the same time, based on the inherent defect modereform of charging system of graduate education and grasp of the current charging systemreform, from the reality of the graduate education problem of comprehensive chargesystem, the introduction of stakeholder theory, from the perspective of students,respectively from the tutor, universities, government and other specific issues were discussed, finally on how to improve the student fee system reform education thinking anddeepen the research, and put forward the optimization strategy and correspondingcountermeasures, effectively guarantee for the graduate education of comprehensive chargesystem is stable, smooth and effective implementation.
