The Study On The Implementation Status And Countermeasures Of Master Graduates' Academic Scholarship System In The Background Of Full Charge

In 2012-2013,the government intensively released a series of postgraduate funding policies to gradually break many years of monopoly of the dual-track system in 2014,including at their own expense and at public expense,establish the multiple funding system under the premise of comprehensive fees and open up a new chapter of scholarship for graduate education in China.As an important breakthrough in the reform of postgraduate training mechanism,academic scholarship has the responsibility of stimulating graduate students' learning and scientific research,enhancing the innovation ability of graduate students and improving the quality of postgraduate education.However,various colleges and universities have encountered various doubts in the implementation process of the graduate student scholarship system.The grasp and analysis of academic scholarships have an influence on whether the reform objectives of the graduate student training mechanism can be successfully achieved,which is related to the future of reform and has an important meaning.This paper expounds the reasons for selecting the topic and the research issues,related concepts and theoretical significance and practical significance about the topic.Based on the review of research at home and abroad,this paper presents the research ideas and research contents of the full text and sort out the basic structure of the postgraduate academic scholarship system under the background of comprehensive fees carefully,mainly involving the history of the current graduate student scholarship system,the intention of the implementation of the system and the theoretical basis.This study adopts empirical research methods and integrates theories of public policy analysis,management psychology,education management and other related theories.On the one hand,a full-time postgraduate student was selected as the research object and a questionnaire survey was conducted on J University(the effective questionnaire was 327,with an effective rate of 95.3%);on the other hand,the policy makers,school management,instructors of college and postgraduate students,23 people in total,are conducted in-depth interviews.Interviews and questionnaires were combined to verify the information and data are provided by each of them.It ensures objective and in-depth investigation of the implementation status of the academic scholarship system.The implementation status of the academic scholarship system shows that: First of all,the status quoof the implementation of the Master Scholarship System is worthy of recognition.Its dynamic assessment standard has played a dual role of incentives and guarantees.In addition,there are still some deficiencies in the implementation of the system,including the following influencing factors: lacking publicity for the academic scholarship system by the school,unscientific and unreasonable scholarship evaluation programs and procedures,the big gap in the academic scholarship rating scale,the false prosperity of the graduate student academic results and the prevailing of value orientation of “Gold is better than learning”.Based on the findings of the above-mentioned current situation,this study proposes to improve the effectiveness of the postgraduate academic scholarship.It is suggested that schools strengthen the publicity of the academic scholarship system,improve the design of the postgraduate academic scholarship system,broaden the sources of graduate student scholarship funding,enhance the supervision the quality of academic achievements and value the importance to the ideological education of postgraduates.
