With the deepening of the reform and opening up and the need of the continuous development of urbanization,the number of floating population between cities on the whole shows an increasing trend.On the one hand,a large number of migrants have made an extremely important contribution to urban construction and economic and social development,which has pushed the city to a new height of development However,on the other hand,it is difficult for these migrants to enjoy the same treatment of public services as urban residents,resulting in a series of problems such as housing,medical treatment,children's education and social integration.Among them,due to its particularity and complexity,compulsory education for children of migrant workers has become the most concerned social problem of urban migrant population.It not only concerns the pain and difficulty of a large number of floating families,but also concerns the talent training,which is the foundation of the whole country,and it is in urgent need of social efforts to solveBased on national and local level trailing children compulsory education policy of carding and analysis,discovered the existence from the aspects of policy to perform a realistic logic relationship,which is necessity "what is" policy,policy content is "how" and the "how to" the policy implementation,thus constitutes the policy and the contradiction between the real execution point place,and carried out the study of realistic problems.A practical level,trailing in Shanghai as the breakthrough point,their children's compulsory education policy implementation of local education departments,trailing field visiting survey,students,parents,children school found related policy of sinking into local text difficult to development,according to the direction of policy expectations and present state of multiple levels of deviation,mainly includes:one is the district government level,policy implementation is a certain degree of alienation;Second,at the school level,resources are inclined to sink to a large extent.Thirdly,at the level of students and parents,the choice of education is full of great unfairness.So far,under the comprehensive effect of three aspects,the implementation of the education policy for the children of migrant workers is difficult to meet the expected requirements of the policy,and shows the situation of low efficiency or even ineffective implementation.Finally,the children of migrant workers have many difficulties in getting into schoolAt the root of this,why does the implementation of the policy of compulsory education for children of migrant workers deviate from the expectation of the policy to a large extent?Where are the main factors that cause the deviation of policy implementation rooted?Based on this,the author using the perspective of public policy,establish the interests contains four dimensions,system,environment and technology,the analysis framework of policy implementation,and found that the dimension of interest of different stakeholders in the differences,the lack of system dimension constraints in the inspection mechanism,the environmental dimension of policy implementation situation of obstacles,the defects of the public policy itself factors,such as in the technical dimension will effect in the process of the policy implementation and execution leads to different degrees of deviation,eventually to a large extent affect policy implementation in general as a result,make it difficult to comply with the policy expectations.Therefore,in the process of compulsory education for migrant children,in order to eliminate the deviation in the implementation,it is necessary to start from the implementation goal of unified education policy,and gradually straighten out the interest relationship between relevant stakeholders.On this basis,a powerful means of restraint is constructed to realize the return of communication,assessment and supervision mechanism.In addition,still should improve the external environment of education policy implementation,mainly including security policy information equality,build trailing the mechanism for ensuring adequate funding for their children's education,and establish a trailing children education demands feedback mechanism,etc.,makes every effort to safeguard trailing from multiple aspects children compulsory education develop in a direction in line with the policy expected policy implementation effect,make the trailing their children's compulsory education towards a new development stage.
