Harmonious Society is the public policy target of the government, it depends on the stability, coordination and integration of society structure. Social stratum's structure is the core of the society structure. The construction of the harmonious society should concern and think about the rural migrant workers which are the biggest group in social class, and the education of their children is most necessary to pay attention to. In 2003,the announcement 'On how to further improve compulsory education of rural migrant workers' children'issued by the ministry of education and other five ministries, has confirmed the policy , i.e. 'charged by the government at the destination and based mainly on public primary and secondary schools', to solve the compulsory education issues of rural migrant workers' children. But the implementation effect is unsatisfied, most rural migrant workers' children don't have the right to education. What about the effect of the policy implementation? Which are the influencing factors? How to solve it? This dissertation attempts to provide solutions to the three questions.This dissertation focuses on the behavior of local government's implementing Compulsory Education Policy on rural migrant workers'children. According to the P.Sabatier and D.Maznania's model, take Shantou as an example, we summarize policy evolution process in the central-government, Guangdong and Shantou, interview with government, school and students parents, then sum up Shantou government's implement on the policy, analysis on the influencing factors from policy problems, policy and the factors beyond policy, finally, put forward some policy suggestions. It does have practical significance of improving the Compulsory Education on rural migrant workers'children.
