Education is a significant element of a nation's prosperity. As the beginning of one's education experience, preschool education is the footstone of the education system. The status of preschool education in China, however, is less valued than elementary education and higher education. Government made the least financial investment for preschool education among the three types of education and many parents find it difficult and expensive to make their kids enter a kindergarten.The slow process of reform would be the representation of the underdevelopment of the preschool education in our country, while the actual reason is government's neglect. To steadily develop our preschool education, government, society and each family need to perform their own duties and the effect would be showed on their responsibilities of sharing the cost of preschool education. Only via scientific analysis can the problem of preschool education cost-sharing be solved.As can be known from the Hohhot Statistical Yearbook 2014, until the end of 2014, Hohhot has 287 kindergartens of different types and degr ees, including 172 in cities and 115 in banner counties. Among these kind ergartens,54 are public kindergartens and the others are private kindergar tens. From the perspective of the number of the kids who receive prescho ol education, among the 57225 kids,19973 are studying in the public kin dergartens, occupying 34.9% of the total number of people. And 37252 ki ds go to the private kindergarten which is 65.1% of the total. In 2014, the rate of preschoolers who enter the kindergartens 3 years before primary sc hool is 67.4% and the rate of preschoolers who enter the kindergartens ly ear before primary school is 79%.Based on this condition, the article concludes the status of the cost-sharing of preschool education in Hohhot through public product theory, cost-sharing theory and human capital theory and the statistics of 3 different types of kindergartens. The article also analyzes the problems in the cost-sharing of preschool education and discusses the probable causes and finally gives some solutions in order to make the preschool education in our city developed more smooth and stable.
