In the late twentieth century, our country carried on the revolution of preschool education system, with the social forces as the main source. Because of the lack of policy support and strong supervision of government, the quality of preschool education is deteriorating. Furthermore, as the number of kindergartens managed by government and other public institutes are decreasing dramatically, while the ones managed by nun-government organizations are increasing, it is more and more difficult and expensive for children to receive preschool education. All these bring heavy economic burden to the low-income families and also damage the fairness of preschool education. As public goods, the cost of preschool education should be shared with which way arouse my thinking, which is also the hot topics of current field of education.To speed up the balanced development and insure and fairness of the preschool education, we must clear the responsibility of the government, society and families, and establish a scientific and reasonable cost-sharing mechanism of preschool education. This paper adopts John Stone’s Cost Sharing Theory as the main theory foundation, uses many methods such as interview, investigation, comparative study and so on to obtain the data. By accounting and comparing the structure of cost and income of preschool education in Jiang Su province, the paper finds that the current cost-sharing situation is unreasonable, which with the families as the main source, the government as the supplementary source and the society is vacant. In view of this situation, the article explores the reason of this problem, and offers some suggestions by analyzing the financial situation of the government and families and learning cost-sharing experience from other countries and regions.
