Educational equity and social equity have always been the pursuit of the mainstream cultural values of the society.The reasonable cost sharing mechanism of preschool education is one of the conditions for the realization of educational equity,and it is also one of the important ways to embody social equity.At present,preschool education in poverty-stricken areas still has the problem of "hard and expensive to enter kindergarten".This problem has not been solved well for a long time,ultimately,the reason is the cost sharing mechanism of preschool education is unreasonable.In our country,the cost of preschool education has always been shared by the government,the family and the society.Theoretically,the government's share of the cost of preschool education should play a leading role.However,in reality,the family cost of preschool education is dominant.Especially in the remote western poverty-stricken areas,A large proportion of the cost of preschool education in the family,which undoubtedly makes the poor families worse.Therefore,it is an urgent problem at present to investigate and analyse on the detailed situation of cost sharing in preschool education in poor areas,and to find out the corresponding solutions,so as to provide a reference for the healthy and rational development of preschool education in poor areas.So,what is the actual situation of cost sharing in preschool education in poor areas? How do all the cost inputs work in the future? What's the difference between the cost sharing of various types of kindergartens? What is the cause of the unreasonable cost sharing in poor areas? In this series of unknown and question oriented problems,the researchers take the M County of their hometown as an example to investigate the cost sharing status of preschool education in the county,and comb out the cost sharing problem of preschool education in M County,and try to put forward the corresponding solution strategy.The specific study contents are as follows:The first part is about the question.This part is mainly about five basic contents,including the reason,significance,definition,review and theoretical basis.The second part is about the research design.This part includes six basic contents,such as research objectives,research contents,research methods,research tools,kindergartens and the reliability and validity of the investigation.The third part is about the present situation of cost sharing of preschool education in poor areas.Taking 20 principles of kindergarten,finance department and preschool education managers of the education bureau and 600 parents of children as the researching object,through the methods of interview,questionnaire survey and data analysis,understanding the M County's financial cost sharing situation of the kindergarten,family and social in different places,different grades and different types of kindergartens in 2014-2016 years.The results show that: the preschool student average financial operation cost is low in M County,the three years' preschool education fiscal costs accounted for about 40% of the total cost,the difference of average operation cost of different types,different places,different kindergartens is relatively large,the M County's proportion of family cost in preschool is high,the three years' preschool education costs of the family accounted for about 56 to 69% of the total,the difference of the cost of the kindergarten student family in different types of family,different grades and different parts of the kindergarten is very big,the M County's social cost of preschool education accounts for 1%-3.5% of the total cost.The fourth part is about the problem and reason for the cost sharing of preschool education in poor areas.Taking the survey status of M County as a breakthrough point,and combing the problem of cost sharing in preschool education,and analyzes the causes of cost sharing in preschool education in poverty-stricken areas.The fifth part is about the strategy of sharing the cost of preschool education in poor areas.In this part,the researcher tries to put forward several strategies by combining the theoretical guidance with the possibility of reality through the actual situation of the investigation.
