With the development of society,the importance of education are prominent.In the whole education system,pre-school education is at the most basic position,with strong public welfare characteristics,but it is the beginning of the whole education.At the time of the 19 th National Congress,the party Central Committee clearly stated that it is necessary to promote the integration of urban and rural education in an all-round way...Strive to improve the quality of preschool education...Maximize the fairness of education.Education Minister Chen Baosheng stressed that by 2020,the preschool children's admission rate will rise to 85%.With the development of social economy,the public's demand for pre-school education is increasing.However,until today,the problem of “difficult admission and expensive admission” has not been solved,and even evolved into people's livelihood and social problems.Under such circumstances,this paper analyzes the problems existing in the pre-school education in the county and the causes of these problems,and finally proposes corresponding solutions to these problems and causes.In addition to the introduction and conclusion,the full text is divided into four parts.The first part: the basic concept and theoretical basis of the research on the funding of preschool education in the county.Through the definition of the three concepts of preschool education,preschool education funding,and financial preschool education funding,the direction of the main research object and research scope of this paper is pointed out.This part combines the theory of public product theory,education equilibrium theory,human capital theory,new public service theory and other developmental preschool education to lay a theoretical foundation for studying the funding of preschool education.The second part: Take C city S county as an example to analyze the current situation of funding input.Combined with the recent educational statistics of S County in C City,this part compares the scale of preschool education funding,the preschool education average funding with other stages of education,the structure characteristics of preschool education funding,preschool education and other education stages.The comparison of income levels and other aspects intuitively analyzed the overall situation of the investment in the county of C City.Secondly,through the comparison of the conditions for running kindergartens in kindergartens,the paper analyzes the scale of financial and non-financial funds and the utilization rate of funds,and explores a series of problems hidden in it.For example,there are several problems such as unreasonable,unsound financial investment system,insufficient supply of preschool education,large inter-school differences,and weak pre-school education.The third part: the reasons for the problems in the funding of preschool education in the county.The primary reason for the emergence of many problems in pre-school education funding is the lack of legal guarantees in pre-school education,which leads to the lack of legal basis for administration according to law and the unclear definition of pre-school education responsibilities at all levels of government.Secondly,the allocation of inter-governmental financial powers is unreasonable,which is affected by the imperfection of the fiscal system and the constraints of the pressure system.Thirdly,in the process of implementing the performance appraisal,since the preschool education indicators have been determined,and there is no proper guiding role for the preschool education funding,the degree of attention of this work cannot be effectively improved.Finally,due to the difficulty in obtaining social support from private kindergartens,and the utilitarianization of the concept of running a private kindergarten,the non-financial funding has been at a low level.The fourth part: suggestions for improving the investment in preschool education.In view of the problems in the investment of preschool education,this part proposes targeted measures,such as accelerating preschool education legislation,incorporating preschool education into local development planning,and allowing preschool education to occupy a place in government performance appraisal,thus increasing the government's The investment in pre-school education,the establishment of a sound pre-school education supervision mechanism and accountability system,to ensure that the financial pre-school education funding has been in a good state.At the same time,it is also necessary to establish diversified funding channels,improve the management system of private kindergartens and improve the treatment of teachers.In this way,the scale of non-financial pre-school education funding will be increased,and the current single pattern of financial investment will be changed.Ensuring the healthy and orderly development of private kindergartens gradually narrows the gap between citizens' kindergartens and achieves an ideal inter-school high equilibrium.
