Preschool education is the foundation of basic education,the foundation stage of education and the key to the beginning of life.In recent years,preschool education resources shortage,"kindergarten crunch,park your problem" is highlighted gradually,the development of preschool education is facing more and more severe,especially for the share of the cost of preschool education,it is not clearly defined and unified standard,therefore,this article will focus on the preschool education cost sharing subject analysis,hope to be able to strengthen the government and society to share the cost of preschool education attention,clear government responsibility,reduce the burden on the family.Therefore,this paper mainly discusses the sharing of the cost of preschool education through the analysis of the current situation and the cost sharing of preschool education in typical countries.The structure and main contents and views are as follows:The first chapter is the introduction.This part firstly summarized the research significance in theory and practice;secondly,to the domestic and foreign literature about preschool education are summarized;finally,the research methods used in the research ideas,innovations and shortcomings and the article made the statement concise and to the point.The second chapter is the theoretical basis.This part first introduces the product attributes of preschool education,although the product attributes of preschool education has not yet been finalized,but overall,more inclined to education is a quasi-public good;secondly,this paper introduces the basic principle of preschool education cost sharing,including the human capital theory and cost sharing theory;finally introduced the preschool education the principle of cost sharing,sharing principle mainly include the benefit principle and the principle of ability.This part lays the foundation for the empirical analysis.The third chapter is the analysis of the history and reality of the cost sharing of preschool education in china.The historical analysis to review the historical development of preschool education in China since the late Qing Dynasty,analyzes the different stages of preschool education cost sharing situation,realistic analysis from two aspects of the status quot and existing problems of the reality of the situation analysis for the status quot;preschool education cost sharing,mainly from the preschool education investment scale and the share ratio of.Both the government and the families of two main perspective;the status quo analysis as a response to the existing problems,the problems mainly include two sides:the lack of financial investment in preschool education,powers and expenditure responsibilities are not clear and the uneven distribution of resources of preschool education.The fourth chapter is the experience and reference of the cost sharing of preschool education in typical countries.This part mainly introduces the United States and the OECD national preschool education cost sharing,from preschool education and preschool education cost sharing in two aspects to elaborate,to get to our country's Enlightenment finally from the overall analysis of typical national preschool education cost sharing.The fifth chapter is the empirical analysis of cost sharing in preschool education.The main analysis is that the cost of preschool education should be borne by the government or borne by the parents of the students.What percentage should be taken by the government,and what level of government should be taken to make the government more efficient?The method of analysis is to design model first for theoretical basis analysis,and then import data into data analysis,and finally draw a conclusion.Results show that the sharing of family and government than for 1:4,and the government as a preschool education investment subject,with the level of government increased,decreasing the preschool education investment efficiency,the efficiency of government investment level is lower and higher,more suitable for preschool education investment.The sixth chapter discusses the way to perfect the cost sharing mechanism of preschool education according to the conclusion of the fifth chapter.It mainly includes the following four parts:first,make clear intergovernmental responsibility.It is necessary to clear the government of their family share ratio,reasonable definition and development of preschool education at all levels of government responsibility;second increase the financial input in education and preschool education preschool multiple channels to raise funds;to improve the efficiency of preschool education funds third,funding mechanism innovation of preschool education,the implementation of performance appraisal;fourth increase transfer payments,the establishment of preschool education funding system.Through the analysis of model and data,we get the preschool education cost sharing and optimal government family share ratio were 80%and 20%,while China's current government accounted for 57%households is 29%,the optimal distance ratio and a certain distance,so the government should increase financial investment in preschool education,clear responsibility and expenditure governments at all levels,and more channels to raise funding for preschool education,children's family also need a reasonable share of the cost of preschool education,the children of family and society together,strengthen supervision,improve the use efficiency of preschool education fees,improve preschool education cost sharing mechanism.
