The Research On High Education Cost Sharing And The International Comparison

With the continual enlarged of higher education's scale and the need of people to higher education, it has began to change itself into popularization form, and the burden of state revenue and expenditure has become unbearable. Therefore, the cost sharing is advanced, and it has been well known by everyone in recent years. Taking into account of the latest research achievements of higher education cost sharing, this paper is firmly based on the reality of higher education in present China, and devotes itself to the study on cost sharing of higher education.The first section is an introduction to explain the background of this study; expatiate the research achievements of higher education cost sharing; then explain the research ideas and methods of this study. The second section mainly talks about theoretical basis of the higher education cost sharing, and explains the area of higher education cost. Then, it shows there are three theoretical bases in the higher education cost sharing area. At last, it points that the theory of higher education cost-sharing is based on the principle of benefit obtaining and the principle of capability of payment. The third section explains the necessity and possibility of higher education cost sharing. The fourth section introduces the development of higher education cost sharing in China, and present Chinese subjects of higher education cost sharing .In this part, I select a lot of data from 1986 to 2004,and try to explain our country's issues about that .I try to show the present situation about the higher education cost sharing from 1997 to 2004 in China, and draw some conclusions based on these data and in formations. The fifth section introduces the developments and present situations of higher education cost sharing in the USA?UK?Australia and the India. Apart from that, it present the different subjects of higher education cost sharing in these countries. The sixth section is mainly about the international comparison of higher education cost sharing, and then it proposes some ideas and views about Chinese higher education cost sharing.This dissertation introduces the information and issues about the higher education cost sharing in both home and abroad by literature and comparative research and quantitative and qualitative analysis. Main innovation as follows:Firstly,this essay concludes that the descending rate of Chinese government's appropriation in higher education cost is the fastest, and the rising rate of Chinese tuition fees'appropriation in higher education cost is the fastest. The second innovation is that caparisoning the higher education tuition fees'standards home and abroad by using the idea about tuition fees'proportion', we know that Chinese higher education fee is relatively high.
