The establishment of a reasonable cost-sharing mechanism is a key measure to solve the problem of insufficient investment,the lack of government responsibility and the excessive reliance on family payment in the development of early childhood education in China.This paper uses qualitative and quantitative methods to analyze the participants,composition,period and accounting method of early childhood education from a theoretical perspective.Taking Qingdao as an example,this paper empirical analysis the early childhood education cost characteristics,the forming process of cost sharing mechanism as well as the current situation and problems of it.Combining with the prediction of supply and demand of early childhood education funds in China,the thesis put forward the practical way to improve the cost sharing mechanism of early childhood education.The cost of early childhood education has the characteristics of overall scale and per-kid standard increase quickly,differences between city and country,county and rural,great distinction among kindergartens and staff cost as the main part.The present situation of cost sharing mechanism still has the shortcomings such as financial investment system and family sharing system is not perfect and social sharing system is not scientific.The cost-sharing mechanism still meets the challenges of the shortage of government cost,the decrease proportion of government cost sharing and the rapid growth of household expenditure.It suggests that optimize the cost-sharing mechanism of early childhood education and then deepen the reform of financial investment system and mechanism of early childhood education,the price mechanism of educational institution and the social forces' participation in cost-sharing mechanism,and strive to build a cost-sharing mechanism that reflects the national conditions and geographical differences,control the family burden,give priority to hold the bottom line,and accelerate the promotion of fair pre-school education.
