Study On The Current Situation Of Medical Institutions In Hami And The Evaluation Of Health Service Efficiency

Analysis of relevant data collecting in Hami region development planning commission official,from 2009 to 2015 in Xinjiang Hami region through analyzing the running status of the entire health system,and the health resources to evaluate the specific situation of the input and output,according to different input and output of a new combination,probe into its function the effect of overlapping,try to explore factors that influence the efficiency of health resources in the region for improving the efficiency of the health services in the region to provide the reference basis,indicate the direction.Methods: According to the type of input and output indicators,this research USES the data envelopment analysis method to research and analyze the BBC model of DEA,with business,economic and service three angles as the breakthrough point,analysis and evaluation the efficiency of health resources.Results: Medical and health operation status in Hami region: health organization configuration,health service delivery,health statistics,graded diagnosis and treatment,medical service price adjustment;Hami district health service efficiency,business efficiency model,and the area of health resources in 2012(the overall efficiency of 1)as the boundary,the previous year in scale increasing return state,after this year in a state of diminishing returns of scale;Economic efficiency model,the overall efficiency of the first and final year is 1,which presents a fixed scale state,but most of the year is in the state of diminishing returns of scale;Service efficiency model,health resource efficiency overall fluctuates.From 2009 to 2015,the scale of health resources in the region continued to fluctuate,and there was some room for improvement in resource utilization.Business efficiency and economic efficiency are basically effective in 2015,and service efficiency needs to be improved.Conclusion: The main constraints of the current inefficiency of the medical industry in Hami are from the scale of operation.The focus of health care reform is to play a large scale of efficiency.Medical departments should be a comprehensive balance of all aspects of the target,to develop a reasonable scale of development,the optimal allocation of medical resources to achieve the unity of public welfare and profitability.
