Research On The Evaluation Of Allocation Efficiency Of Health Resources In Fujian Province

Health resources are scarce public resources,but also the material basis for maintaining people's health.It has become the focus of medical and health system at all levels of government that how to optimize the allocation of health resources,improve the efficiency of resource allocation,and build a fair and effective public health service system.Currently,China's economic development has entered a new normal,in the certain stage of "three overlay",Fujian Province also in the period of rapid economic and social development,community residents entered a new phase of healthy transition.People's growing demand for health has required a higher standard for the allocation of health resources and the quality of health care.In 2000,the World Health Organization put health system's performance improvement as world's health problem,many state and government began to attach importance to health system's performance evaluation,committed to improving the quality of health care and the allocation efficiency of health resources.In order to improve the allocation efficiency of health resources in Fujian Province and promote "healthy Fujian" building process,this paper taking health resources allocation as the research object,analyze the present situation,calculation efficiency,identify problems and then put forward optimization scheme.First,this paper sort out the related domestic and foreign scholars,research developments and achievements about health resource allocation,determine the research methods and contents.Second,define the concepts of health resource allocation,introduced the relevant theoretical basis of health resources allocation efficiency,and then the impact of the health system's external and internal factors on health allocation efficiency discussed.Again,through collecting related data of Fujian Province,east China and national average,analyze the present situation of overall and regional health resources allocation in Fujian province.Finally,establish a DEA model which based on principal component analysis to assess pure technical efficiency,scale efficiency and overall efficiency in Fujian province.With the use of qualitative and quantitative method,we can study and analyze the problem of health resources allocation efficiency,summarizes the allocation problems of health resources In Fujian province,explore the measures to optimize the allocation of health resources.Empirical studies and statistical analysis results have shown the major problem of health resources allocation in Fujian province is that inadequate investment,irrational allocation structure of health resources,uneven distribution of regional output,and the allocation efficiency needs to be promoted.To improve the efficiency of health resources in Fujian province,government should broaden the health financing channels;strengthen government functions,optimizing the allocation of health resources structure;improve health service support mechanisms and increase the health output;enhance regional health planning,promoting health resources' allocation efficiency.
