Explore the relationship between input and output of medical and health resources in Xiangxi Prefecture and the specific factors and degree of influence that affect the efficiency of medical and health resources,has practical reference valuefor improving the efficiency of health resources in Xiangxi Prefecture.Document-data method,Described analysis,Data envelopment analysis,Tobit Regression,has been used as research method.Taking Xiangxi Prefecture medical and health resources as the research object,using the relevant data of medical institutions in Xiangxi Prefecture from 2014-2018,grasp the allocation of medical and health resources and service overview,and analyze the technical efficiency of medical and health resources and the technical efficiency of their subsystems,explore the specific factors and the degree of influence on the efficiency of medical and health resources in 8 counties and cities in Xiangxi Prefecture.The results show that,during 2014-2018 the investment in medical resources increased year by year.The health manpower,material resources,and financial resources showed a slow growth trend,but the increase was limited,and the differences between different counties were obvious.The average technical efficiency of medical and health resources in Xiangxi Prefecture from 2014-2018 is 0.717,and there are different degrees of technical efficiency differences between counties,only FengHuang County achieved DEA effectiveness in 2018,with an efficiency value of 1,while other counties and cities failed to achieve DEA effectiveness,with an efficiency value not equal to 1.In the subsystem,the efficiency of the management system is slightly higher than the efficiency value of the medical dimension in five years.Each county and city needs to reduce the input index or increase the output index accordingly according to the result of the slack variable.Tobit regression analysis shows that technical efficiency value is mainly affected by the index of medical service level,such as Medical income,Discharged,Number of patient visits,average number of doctors per day.Among them,the highest Significance level is the Average number of doctors per day,p value is 0.0026.The above situation comprehensively shows,in the period of 2014-2018,the investment of medical and health resources in Xiangxi Prefecture continued to develop,but the efficiency of health resources was still relatively low.The differences between regions were obvious.The distribution of health resources was uneven.The efficiency of medical and management systems needs to be improved urgently.Primary-level medical and health institutions need to increase resource investment,improve the overall quality of primary-level health personnel,and narrow the gap between them and general hospitals. |
