Rural health care work is the focus of our health work. As the hub of "the three prevention health care network of rural", township hospitals is an important part of rural public health services and health services and drug supply system, and has played an important role in controlling of communicable diseases, improving farmers’ quality of health services and protecting farmers’ health. So the efficiency of the township hospitals directly relate to the effectiveness of rural health reform and development. Due to inadequate investment and low levels of technology, Chinese township hospitals have been in a low efficiency of the state. In April,2009, the new medical reform plan started to come into effect. Increasing the government investment and improving the service quality are stipulated explicitly. Since the new health care reform, the township hospitals, working space and basic medical equipment has been improved and hospitals services have been strengthened. Under this policy background, the evaluation of the efficiency of township hospitals is helpful to understand the current situation of Chinese township hospitals. It could provide a reference for the proportion of plunge and plunge mode of the township hospitals resources, and promote the reform and development of the township hospitals.Research ObjectiveThis thesis describes the situation of the input--output of Chinese township hospitals, and analyzes the operating efficiency of Chinese township hospitals and the problems of the input—output. Besides that, some specific suggestions are provided in this thesis, which could provide guidance for the health managers improving the input-output efficiency and provide a basis to determine the Government’s financial subsidy standards. Research MethodsThe study adopts Excel to establish a database for entry, collation and proofreading, input-output ratio to describe the basic situation of the rural hospital, and data envelopment analysis (DEA) to evaluate the overall efficiency, scale efficiency of the township hospitals. Besides that, it also analyzes the problems of the inefficient hospitals’input-output through the projective value.Research ResultIn2010, the average number of staff of each township hospital is49people, including37technical personnel. The total fixed asset per hospital is312.56million yuan, the value of buildings is3.0929million yuan. There are29beds, and business space area is2150square meters. Public health services of township hospitals has a higher level of output, and basically, all of the township hospitals can develop nine public health services, including establishing the residents’health records, developing health education, taking health management of children0-36months and the elderly health management, preventing vaccination, hypertension, diabetes and other chronic illnesses health management, managing patients with severe mental illness. In each township hospital in2010, the average number of outpatients and emergency patients, hospital admissions was37,741and1168separately.In2010, the average daily visits of each township hospital doctor were8.5times, the number of discharged per township hospital doctor was56.5passengers and the unit cost of per township hospitals was140.64yuan. In2010, operating income was279.04million yuan, the cost per capita health care for outpatients was51.6yuan, and the cost per capita medical for hospitalized patients was965.73yuan.Involved in the evaluation of the30township hospitals, there are17township hospitals overall effective, accounting for56.7%. Besides that, low efficiency of township hospitals the proportion of43.3%. Compared to the previous township hospitals overall efficiency, there is a great improvement. But the efficiency is still low. According to the DEA evaluation, we found that no gap in the overall efficiency of the central hospitals and general hospitals. The main reason of the Center Hospital in the low efficiency is its relatively large scale and wasting of resource. But for the general hospitals, the main reason is the relative lacking of investment of resources and unreasonable resource allocation. The author analyzes the main problems of the13inefficient hospitals in the inputs and outputs by exploring C2R model projection analysis. It indicates that all hospitals are in a varying degrees investment waste in business expenses, fixed assets and so on.Conclusions and recommendationsIn our country, the overall efficiency of township hospitals is still low. The inefficient township hospitals have the problems of excess input and deficient output. Generally speaking, our township hospitals exists problems of lacking of high-tech level of human resources, low capacity of health services, and low level of service quality and deficiency of the funding. The township hospitals should improve the employment mechanism to introduce, retain and appoint high-level technical talented, and allocate the health resources adequately. Besides that, the government should increase the financial assistance, and explore appropriate NCMS (New Cooperative Medical System) compensation policy and increasing government.
