ObjectiveThis study is based on the research of the TCM-health-care system in Guangdong province, getting insights into the connotation of efficiency evaluation of the TCM-health-care system, constructing a efficiency evaluation index system of TCM-health-care system which is suitable for the Data Envelopment Analysis. Through the investigation of TCM-health-care system in Guangdong province of the efficiency evaluation index system, assesses the evaluation development situation of TCM-health-care service system at present, summarizes the practical experience of Chinese medicine health care system, analysis of existing problems and main reasons, finally put forward corresponding suggestions, explores the construction of TCM-health-care service system in Guangdong, and to provide evidence for the rational development, provides the decision-making references to the relevant departments on the formulation of TCM into the community policies.MethodsUsing the literature review and investigation, the study set up the evelationg system by carrying out three rounds of Delphi experts’ consultation by letters or e-mail. Regard the21TCM-health-care service units in Guangdong as samples, using the DEAP2.1software to establish the DEA data model.Results1. The active coefficient of2rounds of experts’consultation were100%, while the authority coefficient of experts was0.79. The index system consists of9evaluation indexes. The use of Delphi in the construction of the evaluating index system in TCM-health-care system is reliable. 2. The averaged total efficiency, technical efficiency and scale efficiency of these health services were0.900,0.928and0.970respectively.10cases of these units could be categorized as effective units and14cases of them were technical effective. The returns to scale were decreasing in four units, while increasing in five units. The CRS-CCR model shows, that10units’total efficiency are1which means DEA effective while other11units’total efficiency below1which means DEA uneffietive.3. Latest development of the TCM-health-care system in Guangdong Province shows that:distribution and utilization of resources is unreasonable; the strength between the different departments is of great disparity, and development is imbalanced; the proportion of DEA units is low, and the resource need to be optimized.ConelusionImproving the policy support system to support basic medical institutions of traditional Chinese medicine; guaranteeing the facility and housing, and enhancing health care service soft power; strengthening the construction of talent team, and improving the personnel training system; balancing the resources allocation, and builting up a service system which combine of subject and radiant point; strengthening the spread of traditional Chinese health care philosophy and the residents’consciousness of Chinese medicine health-care; strengthening TCM preventive health care research efforts, and developing the TCM health-care related scientific research.
