Health resources are defined as social resources for health at a certain period of time. In a narrow sense, it refers only to the resources for health of human beings, materially, financially and others related. The allocation of health resource is defined as public health departments in charge of health manpower, material and financial resources allocation under the guidance of the scientific method to meet the broad medical needs of the masses in a fair and reasonable way. The allocation of regional health resource can be divided into human resources allocation, Health beds allocation, and large-scale medical equipment allocation. Generally speaking, there are only three ways of allocation, those are the demand for health resources allocation method, the need for health resources allocation method and the goal of health services allocation. Developed countries take the demand for health resources allocation method, developing countries prefer the need for health resources allocation method, and the goal of health services allocation can be used between developed countries and developing countries.In Pudong New Area, the regional economy has shown a good momentum of development, living standards of people there have markedly improved. At the same time, the new district has higher health requirements. In 2007, there are 693 medical institutions, with 4. 22 beds per thousand. The situation of residents and medical conditions continuously improve. But medical costs raised from 120 Yuan to 142. 17 Yuan, with an average annual increase of 2.94%; medical expenses raised from the 3022 Yuan to 6824.41 Yuan, with an average annual increase of 12%. Pudong New Area have low efficiency in using hospital beds and health finance by Data Envelopment Analysis. The need for health care is concentrated in few general hospitals, community health service centers and medical functions of the town hospital should be upgraded. In the new Area, we should pay much attention to the kind of hospital when comes to financial support, especially those community-based hospital and medical service capabilities.WHO recommends forecast the demand for medical services with the rate of two-week treatment. But it is difficult to access data, and require substantial human support. Gray model have a higher accuracy to forecast outpatients. So the Gray Model is a good way to allocate the health resources. This paper does have some development and innovation, in the first place, we are doing pre-test, then setting out a specific form of medical resources, and finally giving political recommendations. The paper points out that the health resource in New Area is necessary to strengthen the information management, and to take full advantage of the medical resources. This paper will contribute a lot to the allocation of health resource in Pudong New Area.
