Medical and health resources are related to every member of society,which is one of the important factors to ensure social stability.The total investment of medical and health resources increases year by year.However,due to the uneven distribution of medical resources and lack of high-quality medical resources,the medical service capacity still has a certain gap compared with many developed countries.After the implementation of the new medical reform,the Chinese government is committed to the development of medical and health undertakings.Policies have repeatedly emphasized the rational allocation of medical and health resources,improving the efficiency of medical and health resource allocation,and ensuring that public medical and health services can meet the growing needs of the people.Therefore,the allocation efficiency of medical and health resources is closely related to China’s public health service ability.Reasonable and efficient allocation of resources plays an important role in improving China’s medical service ability and comprehensively promoting the construction of a healthy China.By collecting relevant data from 2016 to 2021,this paper analyzes the allocation efficiency of national medical and health resources and its influencing factors and puts forward suggestions.Firstly,the data envelopment analysis method is used to comprehensively analyze the allocation efficiency of medical and health resources in China and all provinces and cities.The conclusion is that the allocation efficiency of medical and health resources in China tends to be stable on the whole;The allocation efficiency of medical and health resources in the eastern and western regions is higher than that in the central region;The allocation efficiency of medical and health resources between provinces in the region is seriously unbalanced;In some provinces,the input of medical and health resources is excessive and the output is insufficient.Then,the Tobit regression model was used to analyze the factors affecting the allocation efficiency of medical and health resources in China and the eastern and central regions,and the conclusion was drawn that the urbanization rate had a significant negative impact on the allocation efficiency of medical and health resources in the country,the eastern region and the western region.Population density had a significant positive effect on the allocation efficiency of medical and health resources in China,the eastern region and the western region.The population density in western China has a significant positive effect on the allocation efficiency of medical and health resources.The illiteracy rate has a significant positive effect on the allocation efficiency of medical and health resources in central China.Population aging has a significant positive effect on the allocation efficiency of medical and health resources in the eastern and western regions.The number of employees participating in basic medical insurance has a significant positive impact on the allocation efficiency of medical and health resources in eastern China,and a significant negative impact on the allocation efficiency of medical and health resources in central and western China.The ratio of total health expenditure to GDP has a significant positive effect on the allocation efficiency of medical and health resources in western China.The ratio of the number of health technicians and the number of hospitals per 1,000 population has a significant positive effect on the allocation efficiency of medical and health resources in eastern China,and a significant negative effect on the allocation efficiency of medical and health resources in central China.The negative effect on the allocation efficiency of medical and health resources in the eastern region is significant,and the positive effect on the allocation efficiency of medical and health resources in the central region is significant.Finally,according to the analysis results,some suggestions are put forward: strengthen the prevention and control of major public health emergencies to reduce their impact on the allocation efficiency of medical and health resources;Focus on the economically backward provinces,improve the efficiency of their medical and health resources allocation through multiple channels;Reducing population loss in the central and western regions and make full use of their medical and health resources;Improve the service capacity of primary medical and health institutions,and avoid excessive use of medical and health resources in large public hospitals;Strictly control the expansion of public hospitals in the eastern region,and appropriately increase the number of hospitals and input talents. |
