Allocation Of Health Resources Present Situation And Evaluation Research In Jiangsu Province

Objectives Jiangsu province is located in the center of the east coast in China mainland,is one of the economically developed areas,the top area per capita gross domestic product,but health care,as an important part of social enterprise,is hard to meet the demand of the people's growing health.This study understood and grasped the current problems existing in the medical and health resources allocation and prominent contradictions,studying allocation of health resources advantage and experience of developed country,combining the actual situation of jiangsu province in the new period,put forward the countermeasures to optimize the problem of existing in the allocation of health resources in jiangsu province,for the allocation of health resources in jiangsu province and provide a basis for deepening the reform of health.Methods This research collected statistical data of jiangsu province from 2009 to 2014,including the number of medical institutions,the city,the number of beds,(assistant)medical practitioners,the number of registered nurses,medical equipment,financial income and related data in jiangsu province.Using the Lorenz curve and gini coefficient respectively from two dimensions of population and geographic analyzed the fairness of health resources in jiangsu province;According to the selection of input and output indexes,by means of data envelopment method to evaluate the relative efficiency of the allocation of health resources,providing some references for the improvement of the utilization efficiency of health resources.Results In 2014,the health institutions of various types number compared to 2009 increased by 4.85%;The bed data was 392293,relative to 2009 increased by 56%;In 2014 the health technology people was 589598,increased by 35.16%.In 2014,4.93 beds per thousand population,1.71 more than 2009 copies.Per thousand population of medical practitioners(assistant)was 2.24,per thousand population of registered nurse was 2.37,average annual growth rate was 6.96%and 10.79%respectively.In 2009-2014,grassroots medical institutions undertook the most medical services,followed by hospitals and specialized public health institutions.In 2014 the province medical institutions sickbed utilization rate and average dischargee such confinement were 84.03%and 9.7,respectively.Agencies,beds,(assistant)practicing doctors,financial aid according to the population and geographic distribution of gini coefficients was 0.3 and 0.4 under the normal state,three city(xuzhou,lianyungang,suqian)allocation of health resources as the DEA was relatively effective,accounted for 23.08%of the province.Conclusion In recent years,the health service system constantly improved,having growing total health resources,health service ability and improve efficiency.In jiangsu province,institutions,beds,physicians,financial aid,population and geographic equity of health resources was better.But there were also regional distribution imbalance;big city hospital medical resource overexploitation and insufficient capacity of grassroots medical institutions.
