Recent years following the deepening of the reform and opening as well as the urbanization around China the pace of expansion of most of the big cities is developing rapidly.The original designed traffic streets in cities around China can not fulfill the needs because of the fast growing of both the population and amount of vehicles in a short time span.The traffic blockage has become a very complicated and uncompromised problem in every city,especially in those big cities which are economically developing faster.Subway systems,as the most magnificent infrastructures,are building up more and more all over the big cities in China,and are to provide the people with more convenient and faster traveling experiences.Subway projects characterized with large amount of investment,long time span of construction and several involving factors.Meanwhile due to the complicated surroundings for the subways' constructions in the prosper and crowd downtown area,the construction will be mutually affected and restricted by the surroundings.The probability of accidental risk for a subway construction will be increasing if its design,layout,construction and implementation are not properly considered during its decision making.It will be the most immeasurable harm and loss for the society and state as well as its negative impact once an accident would be happened during the Subway construction.The probability of Subway accidents would be increasing up to the severe consequences particularly during the underground construction.The projects risk management signifies to control those uncertainties which are characterized by its various uncertainties during the construction process.The ultimate goal of the projects management is to gain its profits from its whole stand point.By leading every parties involved in actively the projects risk management integrates all kinds of resources related to analyze,to control,to resolve,eventually to reduce the risky losses,and further to build a sound foundation for the smooth construction.Currently the most reasonable and effective mean to guarantee a smooth subway construction is that the projects management staffs to analyze and predict the possible accidents occurring during the construction in order to adapt any kinds of measures related to avoid or remove the possible tragedies.Since the projects risk management is the most reasonable and effective way for ensuring a subway construction smoothly accomplished,this paper will be based on the perspective real construction of the No.2 line subway project in Hohhot city,to target its project organizing,then to use the related theory for risk identification to distinguish the risky factors possibly happening during its project decision making,construction duration and operation.Furthermore the measurement and procedure of the layer analysis will be applied to build up a mathematical model to decide its risky target,then to build up a judgment matrix so that to calculate the consistency test.The calculated importance of each kind of risk will be ranked based on the previous calculating conclusion.Finally the relevant resolution will be provided from its organization and controlling measurement of the project implementation according to the importance of each kind of risks so that to guarantee the smoothing realization of the quality,safety,duration,investment and operation.
