As the important carrier of the urbanization process, the municipal road engineering is the main aspect of municipal projects. With the development of modern economic society and science technology, modern municipal road project is characterized by large scale, high technical requirements, large capital investment, especially large municipal road engineering projects. It is due to these characteristics, which makes the large municipal road engineering construction projects in various stages, including the project. From this, it seems that strengthening and paying attention to the research on risk management of municipal road project, developing the theory of risk management, and promoting the development of municipal road engineering construction, have very important practical significance.In order to sail Qinzhou City Avenue South extension line road engineering project as an example, using the risk management theory, using the theory of risk management risk identification, risk assessment, risk response and risk control theory, using the method of brainstorming, Delphy Fa, target management method, process management method and so on many kinds of risk management methods, according to the characteristics of municipal engineering construction, systematic analysis of the sailing Avenue South extension Qinzhou risks long-term road project construction, the establishment of a risk assessment report of the project, and the risk identification, finally puts forward the risk control, this paper expounds the connotation of sailing in Qinzhou City Avenue South extension line road project in risk management, in order to carry out large-scale municipal road project construction plays an important reference role in the small city in the future.
