In January 2016,General Secretary Xi Jinping pointed out that the Yangtze River has a unique ecosystem and is an important ecological treasure house in China.For a long period of time now and in the future,the ecological environment of the Yangtze River should be placed in an overwhelming position and a total protection must be taken.Development.The ecological protection work of the Yangtze River has entered an important period of opportunity.Jinsha River is located in the upper reaches of the Yangtze River and began at the mouth of the Batang River in Yushu County,Qinghai Province.It ends at the confluence of the Lancang River in Yibin City,Sichuan Province,and plays a decisive role in the ecological security and water resources protection of the Yangtze River Basin.However,the Jinsha River basin has a weak industrial base and economic development,and it is a contiguous poverty zone in China.It has complex geological structures and bad environment.Therefore,the overall consideration of the relationship between the industrial development of the Jinsha River Basin and the ecological environment and the study of its industrial ecological development is a powerful support for the realization of the“ecological priority and green development”of the basin.This paper first systematically reviews the theoretical basis and existing research results of the research on the industrial ecology of the Jinsha River Basin,and concludes that the industrial ecology is to place the industrial activities on the consumption of natural resources and the impact on the environment into the environment-economy-In the total exchange process of the material energy of the social complex ecosystem,a virtuous cycle and sustainable development of the industrial economy and the ecological system are realized.Secondly,from the aspects of the industrial development of the Jinsha River Basin and the status of pollutant discharge,the development background of industrial ecology in the Jinsha River Basin was analyzed.Afterwards,the evaluation of the industrial ecological efficiency of the Jinsha River basin was conducted.Based on this,the industrial ecology of the Jinsha River basin was further improved from six aspects:regional economic level,government regulation,factor endowment structure,industrial structure,market structure,and foreign trade dependence degree.The influencing factors have been studied.Finally,the following conclusions are drawn:First,the SO2 emissions in the Jinsha River basin have been well controlled after 2011,but the total discharge of wastewater has remained high,and the annual increase in wastewater discharge has been increasing year after year.SO2emissions and wastewater discharges are mainly concentrated in Panzhihua and Kunming.,Qujing,Zhaotong,Yibin and Bijie 6 cities.Secondly,the Jinsha River Basin is an important part of the western region where resources are concentrated,and the“two,three,one”industrial structure and resource-based industries are prominent.The long-established resource-dependent industrial structure and extensive production methods Become one of the important influencing factors of resources and ecological environment.Third,from 2000 to 2015,the efficiency of industrial ecological improvement in the Jinsha River Basin increased from 0.18 to 0.89,but the industrial ecological efficiency values of the Ganzi Tibetan Autonomous Prefecture,Qujing City,Lijiang City,and Bijie City have been at a relatively low level until 2015.The annual industrial eco-efficiency was only 0.46,0.49,0.43,and 0.61 respectively.Fourth,the2000-2015 Jinsha River Basin cities?states?fixed assets investment,the number of employees,the total amount of water consumption,the total input energy redundancy rate and the redundancy rate of SO2 emissions showing a declining trend,expectations The insufficiency rate of output?GDP?basically revolves around the“0”line and shows irregular fluctuations.The variation of the total discharge rate of wastewater discharge is not obvious.Only the total discharge rate of waste water in Yibin City and Panzhihua City is redundant.Showing a declining trend.Fifth,the regional economic level and government regulation have played a positive role in promoting the development of industrial ecology.The factor endowment structure,industrial structure,market structure,and foreign trade dependence have negative effects on the development of industrial ecology.Based on the above research conclusions,this paper proposes five suggestions for the development of industrial ecology in the Jinsha River basin:First,basing on the advantages of its own resources and resources,the key points for the development of the Jinsha River basin's industry are identified.Second,establish the concept of basin-wide treatment of the environment and establish a multi-level ecological compensation system.Third,formulate a reasonable financial support policy and increase the efforts to manage the ecological environment.Fourth,actively promote the optimization of industrial structure and encourage the development of private enterprises.Fifth,we must appropriately implement the foreign trade protection system and increase the scientific and technological content of product import and export.
