Study On Environmental Regulation Efficiency Evaluation And Influencing Factors In Xiangjiang River Basin

As a kind of resource,environment has both positive resource attribute and negative externality of pollution.This leads to the fact that only relying on market single force to solve the problem of environmental protection becomes unrealistic,needs the government to play the leading role,promulgated the corresponding environmental regulation policy,strengthens the environmental economic behavior supervision,causes the market economy subject’s environmental economic behavior to fully consider the external economic cost,so as to achieve the optimal combination of environmental input and output.Based on input-output theory,clarifying the concept of environmental regulation efficiency,this paper systematically sums up the relevant theories and empirical research of environmental regulation efficiency at home and abroad,and obtains the breakthrough point of this research.Then the paper constructs the index system of the efficiency evaluation of the basin environmental regulation,uses the SE-DEA method to analyze the time dynamic evolution of the environmental regulation efficiency and the spatial distribution difference characteristic of the Xiangjiang River basin from the whole and the county scale,and uses the GMM regression analysis method to discuss the main factors affecting the efficiency of the basin environmental.Finally,through the analysis of the results of empirical study,as the basis for promoting Xiangjiang basin environmental regulation efficiency policy recommendations.Based on the static spatial pattern of environmental regulation efficiency in the Xiangjiang River Basin in 2015,this paper concludes:the area with high efficiency of environmental regulation in Xiangjiang River basin is more than the area with low efficiency of environmental regulation,and the distribution is more concentrated,showing agglomeration trend.Comparatively speaking,the regional distribution of the low efficiency of the environment regulation in Xiangjiang River basin is more dispersed,mainly distributing in the surrounding boundary of the river basin and the county area at the junction of upper,middle and lower reaches.From the local point of view,there is obvious spatial differentiation of environmental regulation efficiency in the upper,middle and lower reaches of Xiangjiang River basin.The efficiency value of environmental regulation in each prefecture-level city district is obviously higher than that in the surrounding area,and the spatial distribution pattern of environmental regulation efficiency gradually shows the trend from urban area to the surrounding county.Through the study of the overall environmental regulation efficiency of the Xiangjiang River Basin from 2006 to 2015,this paper finds:one hand,in the 2006-2015,The efficiency of environmental regulation in the Xiangjiang River Basin is on the rise.The environmental regulation of the river basin government has gradually shifted from a relatively ineffective state to an effective one.Environmental regulation investment has yielded better output Returns.On the hand,Regardless of whether during the "Eleventh Five-Year Plan" or "Twelfth Five-Year Plan" period,the efficiency of environmental regulation in the river basin has changed to a certain degree,and the overall situation has shown a fluctuating upward trend.The impact of policies is more significant.By constructing the GMM model(Generalized matrix model),this paper empirically analyzes the influencing factors of the environmental regulation efficiency of Xiangjiang River basin,and concludes that the level of economic development,the level of urbanization,the level of scientific and technological progress and the level of opening to the outside world are positively correlated with the efficiency of environmental regulation.However,the level of marketization and the level of industrialization have a significant negative correlation with the efficiency of watershed environment regulation.Based on this,this article has pointed out that the Xiangjiang River basin needs to define the main environmental regulations,innovative watershed management mechanism,and constantly reduce the development gap in the basin,optimize the efficiency of the space structure,accelerate the construction of the main functional areas of the basin,improve the industrial transfer structure,increase the investment of environmental technology,to speed up the transformation of the mode of economic development,promote the transformation and upgrading of industrial structure,strive to improve the market economy system,attract good external investment and other policy recommendations,in order to achieve the Xiangjiang River Basin Environmental regulation efficiency of the overall promotion.
