In September 2019 and October 2021,General Secretary Xi Jinping held two symposiums on ecological protection and high-quality development in the Yellow River Basin,pointing out the direction of ecological protection and high-quality development of the Yellow River.However,the industrial development in the Yellow River Basin has brought about economic growth,but also caused problems such as environmental pollution and ecological damage.The high-quality development of the Yellow River Basin lacks an effective mechanism for ecological protection,and lacks supporting policies to promote the improvement of ecological quality.Under such circumstances,it is particularly important and urgent to study the relationship between regional industrial development and ecological efficiency.Firstly,this paper summarizes the related concepts of industrial agglomeration and ecological efficiency,and analyzes the theoretical mechanism of industrial agglomeration affecting ecological efficiency.The current situation of the Yellow River Basin is analyzed from the three dimensions of industrial agglomeration,energy consumption and environmental pollution.Analyze the energy consumption and environmental pollution status of each province combined with charts.Secondly,an ecological efficiency evaluation system is constructed based on the characteristics of the Yellow River Basin.The super-efficiency SBM model and the super-efficiency SBM model of undesired output were used to calculate the ecological efficiency level of the Yellow River Basin from 2005 to 2020,and the variation trend and internal differences were analyzed.Then,according to the theoretical mechanism of the impact of industrial agglomeration on ecological efficiency,a threshold model are constructed to explore the impact of industrial agglomeration on ecological efficiency.Finally,based on empirical conclusions,policy recommendations on industry and ecology are put forward.The main research conclusions are as follows:(1)During the research period,the manufacturing agglomeration degree in the Yellow River Basin was higher than the national level,and the agglomeration of high-energy-consuming manufacturing industries was much higher than that of low and medium energy consumption manufacturing industries.There are obvious differences in industrial categories and agglomeration levels among provinces,and the development of internal industries is unbalanced.The Yellow River Basin has achieved remarkable results in reducing energy intensity,reducing waste water and emissions,and reducing carbon emissions,under the guidance of the "double carbon" goal and high-quality development requirements.(2)Based on the calculation results of the SBM-DEA model,it can be seen that there are more provinces with valid eco-efficiency in the Yellow River Basin than invalid provinces,and the efficiency value shows a fluctuating upward trend.When only the expected output is considered,Qinghai Province,Gansu Province and Ningxia Autonomous Region are limited by the level of economic and technological development,showing a lower level of efficiency.However,due to the relatively backward industrial development and low degree of environmental pollution,its ecological efficiency is stable and effective when comprehensively considering environmental factors.When considering undesired output,while maintaining economic growth,the eco-efficiency level of the valid provinces is relatively stable or increases slowly.Among the invalid provinces,Gansu and Shaanxi have the fastest increase in the efficiency value.(3)From the results of threshold regression,it can be concluded that when the degree of manufacturing agglomeration is low,its impact on ecological efficiency is small.The agglomeration measure has a significant positive effect on eco-efficiency when the manufacturing agglomeration level is in the optimal agglomeration interval.The level of ecological efficiency can be increased by 2.87% when the level of manufacturing agglomeration is increased by 1%.The agglomeration of high-energy-consuming manufacturing industries has had a significant negative externality effect on ecological efficiency,and the negative effect will weaken after reaching the threshold value.The agglomeration of medium and low energy-consuming manufacturing industries has a positive impact on ecological efficiency.When the degree of agglomeration is very low,the effect is not significant.In addition,according to the current industrial development model,the economic growth of the Yellow River Basin is not conducive to the improvement of its ecological efficiency,and the low level of foreign direct investment is also not conducive to the improvement of ecological efficiency by industrial agglomeration.
