Regional Innovative Talents Development System And Its System Dynamics Analysis

In order to adapt to the development of economy,our country advocated from the middle of 1980 s to develop innovative talents.Then,this topic has become a research hotspot in academic circles,the increase in the number of innovative talents,talents development and practical experience,in the theoretical research have been done.However,the final purpose of creativing talents development is not to increase the number of talents and not to accumulate the experience and theory,but to bring economic benefits.This problem has not attracted enough attention in the academic circle.There is not a lot of research,and the regional perspective study is less.In this regard,the use of complex system theory and system dynamics method,the regional innovation talent development as a complex system on the connotation,structure,and complex characteristics of system dynamics model.Taking Guangdong Province as an example,to reveal the creative talent development and economic benefits between the profits and its mechanism,to put forward the corresponding policy recommendations,which is of great significance for the use of innovative talents,and promote the comprehensive,rapid and sustainable development of regional economy.The main contents of this paper include:(1)the construction of regional innovation talents development system model using system thinking and complex system theory,analyzes the meaning,purpose,function,environment,structure,complex characteristics.And the system is divided into two main parts and operating a subsystem,the main subsystem including the government,universities,research institutions,enterprises and personnel service center,operation subsystem contains innovative talents,resources support and performance;(2)by using the dynamic simulation software system drawing system of regional innovation talent development causality chart and flow chart,and analyzes the relationship and feedback subsystem;(3)to analyze the regional innovation talents development.Based on the statistical data of Guangdong Province,by using system dynamics software Vensim DSS simulation of the model,and the model has passed the historical inspection and sensitivity analysis,by the end of the original model simulation results and the simulation results of seven kinds of scheme of policy making the comparative analysis of the optimal conclusion;(4)the paper puts forward some policy suggestions for the development of innovation talents in Guangdong Province,according to the simulation results of system dynamics.The innovation of this paper lies in:(1)the system thinking and complex system theory is applied to regional innovation talents development system,construct regional innovation talents development system model;(2)using the method of system dynamics of regional innovation talents development system,causality diagram and dynamic model of regional innovation talents development system;(3)based on the data of Guangdong Province,using the simulation model of system dynamics simulation software through empirical analysis and putting forward some optimization of regional innovation talents development strategy.
