The Research On Nuclear Power Project Cost Management On The Basis Of EPC Of SNPEC Company

Countries put forward the development of nuclear energy which is one of clean energy because of climate warming. In the field of nuclear power project construction in China, Engineering Procurement Construction(Abbreviated name EPC) mode also has entered the phase of rapid development. As EPC management of the three generation nuclear power AP1000 project construction, State Nuclear Power Engineering Company(Abbreviated name SNPEC) has developed seven years. In these years, SNPEC has his own process, his own management mode and has done some innovation in cost management which laid a solid foundation for the company in initial phase. But there are no actual cases on the cost management which can be used for reference and still there are some problems on it.So, this article does comprehensive study on cost management mode, methods and each phase of the situation of AP1000 project from the angle of economics. In this paper, the project is to evaluate the overall cost management by Earned value concept. This paper analyzes the problems existing in project cost management by target management theory, cost estimation theory, corporate governance theory, construction management theory, financial management theory and so on. At last, this paper put forward the suggestions and measures combining with SNPEC Company’s internal and external environment to excavate internal potential, reduce the project cost and raise the level of SNPEC company management and profit. All these will provide cost management experience and theoretical basis for the company of the three generations of AP1000 nuclear power.Finally is the summary and prospect. The project is still in. SNPEC Company is lack of the historical data and the experience because of the particularity of the project. In follow-up studies, we should collect and analysis the influence of the project cost management in design stage, completion settlement stage and Commissioning stage. Constantly sum up the experiences of perfecting the cost management, cost management theory and method on EPC mode project.
