On the basis of successful Qinshan Nuclear Power Phase IIConstruction, Qinshan Nuclear Power Phase II Extension Project startedconstruction in2004. As an electrical source project, the governmentdemands the electrical price of the nuclear power source should becomparable to the coal power source’s price, so whether the nuclearpower is economical or not depends on the electrical price. According tothe analyzing of main factors which affect the electrical price, we findthat the load factor and the construction cost are two key factors. If wecan effectively control the costs, and make sure the quality of theconstruction, the project will have strong competitiveness.At the basis of analyzing various management patterns, we chooseparallel distributing pattern and adapt organization structure in order tocontrol the construction cost. According to the relevant nationalregulations and combining the project’s actual situation, we evaluate the costs scientifically. During the construction period, we have achievedsome success in project cost management owing to making our best tointroduce competitive mechanism in order to low down the contract priceand control the owner’s management expenditure.Because nuclear power plant construction period lasts very long time,so the project will inevitably suffer various risk factors in the period.With nuclear safety as core, we analyze the risk factors and take rightactions to manage the project’s quality, time and cost, which are the mainfactors affecting the project.In recent years, the project costs management is facing with severepressure owing to the significant increasing in material prices. In laterworks, we shall deal with various problems in the project construction,improve the weak management workflow, and make sure the projectcompleted within the expectable investment on time and good quality.
