As one of the self-reliance supporting programs for the Generation-III nuclear technology introduced by the State, Haiyang Nuclear Power Project bears an important historical responsibility to realize G-III nuclear technology localization, and therefore draws world-wide attention. Its project management mode has been a great concern in the world nuclear business. The operation status of this mode will directly influence the construction of the project, cast great influence on the G-III nuclear technology localization progress of the State, and provide useful experience feedback for nuclear power plant construction which is under fast development.This article describes the main construction management mode in the world, analyzes the choice-making progress for Haiyang project management mode and the reason behind such choice. Under the particular historical conditions and background, Haiyang nuclear project has adopted a new and creative management mode that has never been practiced before. Through the analysis of this mode, the article draws the conclusion that this mode can realize the nuclear strategic goal of the State, CPI and SNPTC, and also the goal for Haiyang nuclear power project, with the price of at least increased cost. Through comparison of the Haiyang nuclear power project management practice with anticipation, this article affirms that on the whole, this mode can help achieve the nuclear strategic goals set by the State, CPI and SNPTC, and serves as guidance, example and impetus for the future G-III nuclear power plant to be constructed on massive scale. Meanwhile, it also analyzes the differentiates it has incurred, points out the main reason for differentiates is that "the lack of common goals between all parties involved" , brings forward its own suggestions, and reaches a conclusion in the end.
