With the development of economic globalization, a large amount of enterprises in china are faced with fierce competition which ranges from regional expansion to China, and then extended by the domestic to global, the surface is the competition of product market, capital, technology, knowledge, but after all, it is the competition of talents and system. Performance management is the key to build modern enterprises. Performance management is the core content of human resources management in modern enterprise, as the key part of performance management, performance appraisal directly affects the final effectiveness of the enterprise management. In the evaluation of enterprise employees, should be based on scientific standard evaluation system, the task completion status, work attitude and personal development situation, and the results of the examination will be accurately feedback to employees.Using the scientific performance appraisal index to design a new system, according to the situation of the company to make a comprehensive assessment system, can make the value of the performance appraisal truly reflected. At the same time, the strategic goal of performance evaluation and enterprise are closely linked, it is conducive to the strategic goal of unity behavior of employees and enterprises, to promote the long-term goals. With the development of modern enterprise performance management system, performance appraisal gradually becomes one of the most effective and scientific modern enterprise management tools.In recent years, as a more popular international performance evaluation system, the Balanced Scorecard has been applied in the practice of enterprises in China. Relative to other performance appraisal methods, the balanced scorecard has the several following advantages: firstly, the balanced scorecard brings strategic objectives into the performance appraisal system. In order to enterprise long-term strategic target penetrated into every corner, some way must be taken to convert ideas into practical and operable specific behavior, the balanced scorecard in strategy map has this function. Secondly, the balanced score card attaches great importance to the use of non-financial indicators, the traditional performance appraisal is mainly the financial status of enterprise evaluation, attention to the non-financial indicators is obviously not enough, the balanced scorecard can combine financial and non-financial indicators, enhance the comprehensive evaluation of enterprise development ability. This is transferred to the reality of the enterprises performance, profitability and long-term goal of contact together, enhance the enterprise’s whole competition ability and sustainable ability, so as to effectively reduce the enterprise’s short-term goals and wrong behaviors. Finally, the balanced scorecard approach to learning and growth into the performance appraisal system, encourage enterprises to continuously improve their product innovation, management innovation and encourage employees to constantly improve their own, learn from improve work skills and innovative knowledge.This article is based on the Balanced Scorecard to explore how to improve the performance appraisal system of the branch. Firstly, the Balanced Scorecard and performance evaluation theory are fully analyzed and summarized. Roughly combing the theory, the branch appraisal system of S company describes the current market environment and analyzes the existing problems of S company branch, which includes the faulty performance evaluation index system and enterprise strategic orientation lack of contact, staff appraisal standards is not perfect, lack of job description and then points out that the causes of the problems. Finally, this paper introduces the Balanced Scorecard in the branch appraisal system of S company improved the necessity and feasibility, put forward in accordance with the “company to department to person”(the middle management staff and employees) decomposition order, will be integrated into the enterprise strategic plan to optimize the departments and employees to work objectives, combined with the Balanced Scorecard to optimize the evaluation index, so as to solve the company’s existing performance appraisal problems, finally added the implementation performance appraisal measures and optimization scheme need to take note of the field test and operation of the Balanced Scorecard enterprise performance evaluation system of the implementation process work based on the certain and perfect tracking.
